Chad’s President Mahamat Déby has made a significant and controversial decision: pardon political rival and former Prime Minister Succès Masra, who was serving a 20-year sentence. This pardon, announced four days after the president’s promise of freeing several convicted individuals, marks a pivotal moment in Chad’s political landscape. Masra, a vocal critic of the president, had previously claimed to have defeated him in an election during 2024, fueling intense political tensions within the country. The arrest of Masra last May stemmed from allegations of spreading hateful messages on social media, linked to a violent clash that claimed at least 42 lives across the country. The investigation revealed a coordinated campaign targeting authorities, suggesting a deliberate attempt to incite unrest. The presidential pardon, however, does not equate to an amnesty; all nine of Masra’s pardoned associates – including him – remain subject to prosecution under Chad’s legal system, with the presidency explicitly stating that the pardon doesn’t constitute an ‘amendment’ to the existing legal framework. A statement from the presidential office revealed that the eight other pardoned figures belonged to the Group for the Coordination of Political Actors (GCAP), a coalition established in April 2024, comprised of individuals serving eight-year prison terms after being arrested for organizing a banned protest. The GCAP described these individuals as ‘in a position of power but not in line with justice’ – a statement delivered with considerable political weight. Meanwhile, a separate decree allows detainees across the country to benefit from a partial remission of their sentences. Following the pardon, the Transformers Party, led by Succès Masra, released a statement expressing optimism about the ‘new page’ and urging further dialogue for the nation’s benefit. They initially criticized Masra’s arrest as a ‘kidnapping by military officers carried out outside any known judicial procedure,’ highlighting a significant challenge to the legitimacy of the government. News of the pardon was also welcomed by the opposition RNDT-Le Réveil party, calling it a ‘encouraging signal’ that could pave the way for a broader dynamic of political openness. It also urged Déby to further engage in lasting efforts towards sincere and inclusive dialogue for the benefit of the nation. The extent to which Masra’s political ambitions will be impacted by this decision remains unclear. His brief tenure as interim prime minister of the transitional government between January and May 2024 was marked by a boycott of legislative polls due to concerns over the transparency of the electoral process.
