Economist and Professor of Finance, Godfred Bokpin, has issued a stark warning against political recruitment into Ghana’s Civil Service, characterizing it as a perilous path with the potential to severely undermine the nation’s governance and developmental progress. Bokpin, a respected figure in the field of finance and public administration, underscores the Civil Service’s vital role in maintaining continuity, professionalism, and effective administration – a cornerstone of Ghana’s national identity. He acknowledged this critical institution’s significance in facilitating policy formation, implementation, monitoring, and evaluation, stressing its fundamental function as a conduit for public service.

‘The civil service plays an essential role in assisting the government in formulating, implementing, monitoring, and evaluating policies for national development,’ Bokpin stated, emphasizing the intricate and multifaceted nature of its work. He clarified that the Civil Service is not simply a bureaucratic arm but a crucial pillar of governance, serving as a vital link between the executive and legislative branches. His concerns center around the potential for political influence to undermine this essential function.

Bokpin strongly cautioned against political recruitment into the Civil Service, framing it as a ‘poisonous’ practice. He warned that such arrangements could dramatically weaken the institution, jeopardizing its ability to objectively serve the nation’s interests. ‘Your (Civil Servants) objectivity will be key,’ he emphasized, highlighting the need for impartiality and detachment from political considerations. He explicitly stated that allowing politics to influence recruitment into the public service is a ‘mistake’ – a risk to the institution’s integrity and its ability to function effectively.

Bokpin further elaborated that a politically influenced civil service poses a significant cost to the private sector, hindering interactions and potentially impacting economic stability. He noted that a flawed civil service can create inefficiencies, hindering the growth of the private sector, which, in turn, impacts Ghana’s overall economic trajectory.

His remarks were delivered at a public lecture organized by the Office of the Head of the Civil Service on Tuesday, August 11th, on the theme: ‘The Resetting Agenda for Sustainable Development in Ghana: The Civil Service’s Responsibilities.’ The lecture focused on Ghana’s deepening engagement with Korea and the potential for increased tourism and cultural cooperation, showcasing the Civil Service’s pivotal role in facilitating these initiatives.

Bokpin’s perspective underscores the importance of maintaining a professional and independent civil service. He stressed that the Civil Service should be governed by principles of merit and competence, safeguarding its objectivity in all recruitment processes. The discussion highlights a crucial need for robust safeguards to prevent political interference, ensuring the continued stability and effectiveness of Ghana’s public administration – a position he repeatedly reiterated as vital to the nation’s future. The emphasis on maintaining a professional and objective civil service is a significant concern for the nation’s long-term prosperity.
