The Football Association (FA) has approved a new proposal to establish four professional game academy (PGA) sides within the tier three of the National League, commencing from the 2027-28 season. This decision follows a protracted and contentious debate, culminating in fifty-two WNL clubs rejecting the proposal to grant top-tier academy teams eligibility for promotion, citing concerns regarding ‘morally wrong’ decisions and a lack of consultation.

The initial opposition, initiated in June 2026 by 62 WNL clubs, led to a formal letter of opposition signed by the majority, demanding the FA reconsider the plan. The FA subsequently implemented the reforms, driven by concerns regarding the insufficient competitive minutes received by young English players compared to their counterparts across Europe. The plan addresses this by establishing a ‘critical’ criteria for selecting the four PGA sides, which will be developed ‘over the coming months’ and subject to annual review.

The reform includes significant changes to the WNL structure, specifically focusing on central funding for the first time, the introduction of a WNL club academy, and alterations to loan market regulations to encourage professional players to loan their services to sides in tiers three and four. The FA Director of Women’s Football, Sue Day, emphasized that these changes are vital to ensuring the continued thriving of the women’s game, stating that the FA Women’s National League must evolve alongside the professional game to create more opportunities for talented young English players to develop in senior football.
