The Kumasi Metropolitan Assembly (KMA) has recently completed a two-day leadership training program designed to bolster its capacity to effectively govern and deliver accountable and responsive local services. This initiative, spearheaded by the Ministry of Local Government, Chieftaincy and Religious Affairs in collaboration with the National Association of Local Authorities of Ghana (NALAG) and the Institute of Local Government Studies (ILGS), represents a significant investment in strengthening local governance structures within the Ashanti Region. The program was meticulously structured to cover crucial aspects of legislation, oversight, leadership, ethics, decentralization laws, financial management, and stakeholder engagement – all critical elements for successful local administration.
The training was delivered by a diverse group of participants, including elected and appointed Assembly Members, representing a broad spectrum of local governance roles. The program’s core objectives centered on equipping members with the knowledge and skills necessary to navigate complex local challenges and implement effective policies. Specifically, participants engaged in drafting and enforcing local by-laws, scrutinizing government project budgets, mobilizing revenue, and strengthening collaboration with traditional authorities and other stakeholders – a crucial aspect of effective local governance.
The program was initiated as part of a larger nationwide effort to enhance the capacity of local government actors, particularly as the Kumasi Metropolitan Assembly (KMA) undertakes key projects under the government’s 24-hour economy policy and other urban development initiatives. The training emphasized the importance of proactive monitoring of public funds, ensuring transparent accountability in resource allocation, and rigorous scrutiny of budget approvals. A key focus was on understanding and adhering to the principles of effective governance, emphasizing the need for clear accountability and the diligent management of public resources.
Speaking at the opening ceremony, NALAG President Alfred Asiedu Adjei underscored the transformative potential of the training, emphasizing that the acquired knowledge must translate into practical action within the electoral areas. He stressed the critical role of leadership in ensuring the well-being of the community, highlighting the expectation that Assembly Members would champion initiatives that improve sanitation, road infrastructure, healthcare, and education. The training also provided a framework for effective monitoring of government projects, advocating for enhanced project supervision and community mobilization. The Mayor of Kumasi, Richard Kwasi Ofori Boadi Agyemang stated that the program is timely, particularly considering the KMA’s ongoing efforts to implement key projects and contribute to the district’s economic growth.
Furthermore, the training included a significant component dedicated to reviewing existing legislation and establishing best practices within the KMA’s governance framework. Officials stressed the need for regular refresher training to ensure continued updates on evolving laws, policies, and developments in local governance. The training sessions also addressed the importance of proactive engagement with community stakeholders and the need for effective conflict resolution mechanisms. The training underscores a commitment to strengthening local governance through enhanced capacity building and collaborative partnerships – a vital step in achieving sustainable and responsive local development.
The training was part of a larger initiative focused on strengthening local government actors across the Ashanti Region, with a particular emphasis on the implementation of decentralisation reforms and the preparation for the upcoming District Level Elections. Officials highlighted the importance of utilizing the newly acquired knowledge to reduce delays and improve the efficiency of local governance processes. The GMA expressed its commitment to swift implementation of measures to reduce delays at the KMA, ultimately contributing to improved service delivery to the Kumasi Metropolitan Area.”
