Ghana is grappling with a critical housing deficit, a situation exacerbated by concerns raised by recently reassigned Minister for Works, Housing and Water Resources, Ahmed Ibrahim. Ibrahim, speaking during a handover ceremony, voiced profound frustration, questioning why Ghana is lagging behind its neighboring nation, Ivory Coast, which is constructing an impressive 50,000 houses while Ghana struggles to deliver just 15,000. The comments ignited a debate about the nation’s capacity to address this fundamental challenge.

Ibrahim’s critique stemmed from a broader assessment of Ghana’s systemic weaknesses, emphasizing the need for a unified national effort and substantial financial investment. He asserted that tackling issues like housing, flooding, and water management cannot be solely the responsibility of the Ministry of Works and Housing; rather, it demands a collaborative, collective approach. ‘You need a buy-in from all, and you need a buy-in from the Finance Minister. A Finance Minister who doesn’t help Works and Housing is like a rich man who doesn’t build for his children,’ Ibrahim stated, eliciting laughter from staff, highlighting the severity of the situation.

The discussion also touched upon the impact of silo operations, which have historically hampered progress in the sector. The MP, Banda, urged for greater transparency and teamwork, advocating for a more collaborative approach to ensure the Ministry’s mandate is effectively executed. ‘Let us open up in a transparent way. Let us work together because President Mahama doesn’t like people working in silos,’ he stated. Ibrahim assured the outgoing Minister and staff that he would not abandon ongoing initiatives, emphasizing his commitment to continuing the achievements of his predecessor.

Ibrahim’s appointment comes at a crucial juncture, as Ghana faces escalating pressures. The government is under considerable pressure to tackle a persistent housing deficit of over 1.8 million units, exacerbated by chronic flooding in Accra and other urban centers, and stalled affordable housing projects, particularly the Saglemi slum. These challenges underscore the urgent need for a comprehensive strategy to address the core issue. Ibrahim’s comments signal a growing recognition that addressing this crisis requires more than just incremental improvements; it demands a fundamental shift in priorities and a significant commitment to long-term investment and national coordination.
