Germany has escalated its efforts to combat small boat smugglers, following a significant increase in illegal crossings across the English Channel following the implementation of a new law last December. The BBC has learned that authorities have seized over 9,000 life jackets, dozens of dinghies and engines, and 360 pumps, totaling an estimated 2,000 migrants, marking the largest single operation in the country’s history since the law’s enactment. The operation, involving joint efforts between the UK, France, and Germany, primarily focused on the North Rhine-Westphalia region, began in spring and continues to this day. The law, intended to specifically target migrant smuggling to the UK, has been bolstered by a substantial increase in the number of vessels attempting to cross the Channel, a trend that has been largely driven by the emergence of mega dinghies observed this summer. Prior to this, German authorities primarily focused on enforcing laws within the EU’s free movement zone, not to include third countries such as the UK, which has since left the EU post-Brexit. Raids have historically relied on French and Belgian warrants, but the new law’s scope is considerably broader. The BBC’s investigation revealed that the initial raids, which occurred in Germany in 2024, had the potential to transport more than 2,000 migrants, equating to roughly 65 people per dinghy, a figure significantly lower than the summer’s mega dinghy surge. According to Oxford’s Migration Observatory, increased enforcement, coupled with the rising number of migrants, is likely driving this trend. The UK’s National Crime Agency estimates that the equipment seized during these raids could have taken more than 2,000 people across the Channel, translating to approximately 65 individuals per dinghy. The operation is being closely monitored by customs officials, who recently uncovered 20 undeclared inflatable dinghies hidden between mattress pads in a Turkish-Bulgarian border crossing, indicating a deliberate effort to circumvent detection. German Interior Ministry officials confirmed that the law is the first time enforcement measures have been implemented under this new framework, though they did not confirm whether it has been used more than once. The BBC was granted access to a police storehouse in western Germany, where the amassed equipment is currently kept intact. The law has been significantly tested, with local prosecutors warning that it is largely untested, and legal counsel points to the possibility of more stringent German law enforcement focusing on domestic matters as a result. The law has also been reported to have made it easier for German police to go after these individuals, with the police now having the ability to go after individuals suspected of suspicious activity. A recent report by the BBC indicates that the gangs are increasingly pressured in Europe, including in Germany, as more enforcement is being put in place.” The life jackets, tightly bundled and wrapped in plastic, are a stark example of the inadequate preparedness of the equipment. The tagging on the life jackets is Chinese lettering, and much of the equipment used for small boats is known to be produced there before being transported to Europe, often via Turkey. A well-known entry point from Turkey into the EU is at the Bulgarian land border. Customs officials recently found 20 undeclared inflatable dinghies hidden between mattress pads at a Turkish-Bulgarian border crossing. The truck driver had been heading for Germany. British investigators believe Kurdish criminal networks hold a particularly controlling grip over the small boats business in western Germany – a region that has become a hub for migrants. The UK Home Office reports a drop of roughly 43% in the number of people who have made crossings between 1 January and 8 August this year, attributing this to efforts in disrupting the supply of boats to the gangs, and getting more law enforcement on French beaches.
