Ghana’s ports are currently home to a staggering 4,000 heavy-duty excavators, a figure significantly higher than previous levels, as government officials announce a new crackdown on the importation and use of these equipment – a move aimed at disrupting the lucrative, and illegal, galamsey industry.

The announcement was made by Lands and Natural Resources Minister, Emmanuel Armah-Kofi Buah, during a press briefing held earlier today. Minister Buah explained that the decision to implement these stringent controls stems from a growing concern about the potential for these excavators to be diverted into illegal mining operations, posing a significant threat to the nation’s resources and environmental safety.

Under the newly implemented regulations, importers are now required to meticulously document every excavator arriving at Ghanaian ports. This includes providing detailed information regarding the importer’s identity, the intended use of the equipment, and the precise location where it will be deployed. The Minister emphasized the importance of transparency and traceability, stating that the goal is to unequivocally track every excavator, effectively hindering the movement of heavy equipment towards these illicit operations.

The Minerals Commission has been strategically deployed at the ports to provide crucial support in the verification process. This expanded presence represents a significant step forward in the government’s efforts to monitor excavator activity and enforce compliance with the new regulations.

To further enhance security, the government has established a dedicated monitoring presence at the ports themselves. This includes the installation of sophisticated tracking devices on the excavators, allowing authorities to monitor their movement in real-time and ensure they remain within pre-defined operational zones. These tracking devices are designed to provide a comprehensive audit trail, enabling authorities to pinpoint the location of any excavator regardless of its movement.

Furthermore, the Minister highlighted that the government’s strategy extends beyond just controlling imports. It’s part of a broader, multi-faceted approach to combat galamsey, which includes intensified enforcement operations in forested areas and within mining communities. The Minister acknowledged the complexity of the situation and underscored the need for a coordinated response across all sectors.

Initial estimates suggest that the increased scrutiny and tracking mechanisms will significantly disrupt the flow of heavy equipment and logistics supporting galamsey activities. Experts predict a considerable shift in the landscape of illegal mining operations in Ghana, potentially leading to a reduction in the overall volume of these activities.

The Ministry has stated that they will be collaborating with local communities and stakeholders to ensure that these measures are implemented responsibly and do not unduly impact legitimate mining operations. However, the long-term impact of these controls is expected to be substantial, creating a more secure and environmentally sound mining sector for Ghana.

According to a recent report by the Ghana Statistical Service, the galamsey sector currently contributes approximately 12% to the nation’s GDP, and its continued expansion poses a substantial risk to the country’s natural resources and biodiversity. This new regulatory framework is a critical step in mitigating these risks, and the government is committed to safeguarding Ghana’s future.

The Ministry is actively working with international partners to bolster its efforts in combating illegal mining and promoting sustainable resource management. The implementation of these new rules marks a significant and proactive shift in the government’s approach to this critical challenge.”
