The story of Ghana’s university system is inextricably linked to a pivotal moment in its history – the establishment of the University of Ghana, Legon, on August 11, 1948. It’s a story far removed from the familiar image of bustling campus life, a narrative that began not as a strategic expansion of Ghanaian education, but as a direct challenge to colonial authority. For 78 years, the University of Ghana has been a cornerstone of Ghanaian intellectual life, a cornerstone built on a deliberate act of resistance against a planned British colonial strategy.

In the 1940s, the British government was grappling with the burgeoning field of higher education across its West African colonies. The Asquith Commission and subsequent Elliot Commission were tasked with establishing a coherent system of university education. The Elliot Commission, in its minority report, argued that focusing solely on one university for the entire region was economically inefficient. The British government, recognizing this, initially opted for Ibadan, Nigeria, as the location. This decision, however, presented a significant challenge: leaving the Gold Coast without a university, a point vehemently opposed by prominent nationalists like Dr. J.B. Danquah, Sir Arku Korsa, Nanka-Bruce, and many others. These individuals recognized that establishing a university would be vital for Ghana’s development.

This pressure led to a concerted effort to secure a substantial grant of £897,000 from the surplus funds generated by cocoa farmers. This substantial sum, representing literally the majority of local cocoa revenue, became the foundation for the university’s initial establishment. The initial intention was to establish a university in Ghana, a direct challenge to the British government’s planned colonial strategy of limited educational opportunities.

The university’s initial location was established on the grounds of Achimota College, initially sharing facilities with the college. David Mowbray Balme was appointed as its first principal, a figure whose foresight and leadership are now recognized as crucial. Balme’s vision was to create a school that would not only provide education but also foster a sense of Ghanaian identity and contribute to the nation’s future.

The university’s establishment, and particularly its placement on the Legon Hills, was a deliberate choice made by David Mowbray Balme. He selected the elevated land, which offered a cool breeze and a serene, isolated environment, perfect for academic contemplation. The design of the buildings, a striking blend of traditional Cambridge and Oxford architectural styles with Mediterranean and tropical influences, was largely conceived by a Ghanaian architect, A. M. Opoku, who was commissioned to design the logo of the university. The logo, a blue shield with three ‘AYA’ (ferns) in the top half and ‘DWENINMENTOASO’ (ram’s horns) in the bottom half, is an incredibly important detail.

It took only 90 students for the university to become fully operational. Notably, a significant portion of these students were women – a remarkable reflection of the time.

Today, the University of Ghana, Legon, boasts 63,646 undergraduate students and 9,509 graduate students, representing a phenomenal growth from its inception in 1948–1957. It’s become a vital institution for Ghana and West Africa, and is a key component of the university’s collegiate system, comprising four colleges – Basic and Applied Sciences, Education, Health Sciences, and Humanities. It also houses significant research institutions like the Noguchi Memorial Institute and the West African Centre for Cell Biology.

The University’s origins are deeply rooted in the early days of Ghana’s independence, initially as an affiliate of the University of London. It was initially known as the University College of the Gold Coast, but this designation was eventually changed to the University of Ghana following Ghana’s independence in 1957. The university’s name change was a symbolic shift reflecting Ghana’s newfound sovereignty.

The University’s early history is intrinsically linked to the colonial era, where it was primarily focused on liberal arts, sciences, law, and agriculture, reflecting the priorities of the British government. However, the institution’s academic footprint rapidly expanded, becoming a leading center of scholarship, research, and public life.

One of the most fascinating aspects of UG-Legon is its enduring influence on Ghanaian society and culture. Many prominent Ghanaians have gone through its doors, leaving an indelible mark on the nation’s history. It remains, today, the university’s most popular destination for students and alumni, a place where memories are made and traditions continue to thrive. The University of Ghana’s legacy is inextricably linked to Ghana’s journey towards independence and its ongoing development as a nation.
