The Electoral Commission (EC) has initiated a critical review of Constitutional Instrument 127 (CI 127), a foundational piece of legislation regulating elections, with the objective of bolstering the transmission and management of election results. This review, spearheaded by Director of Electoral Services, Samuel Dottoh Kwaah, is a strategic response to identified challenges encountered during the 2024 general elections and a commitment to enhance security, transparency, and overall efficiency within the results process. The Commission’s assessment, detailed on August 11, 2026, during a National Peace Council dialogue in Accra, underscores a significant shift towards a modernized and digitally-driven approach to election management.
The proposed initiative centers around the introduction of a dedicated online portal for transmitting scanned copies of election results. Currently, the existing system of maintaining physical result sheets will continue, representing a transitional phase. Mr. Kwaah explained that the new portal will facilitate direct transmission of scanned results, a move deemed critical in mitigating disruptions at collation centers, a challenge identified during the 2024 elections. “There’s a demonstrable need to address several challenges that emerged during those elections,” Mr. Kwaah stated. “We must formulate and implement policies and plans to safeguard against what transpired in 2024.”
The EC intends to implement a comprehensive review of CI 127, recognizing its historical significance, and exploring how the proposed digital transformation can enhance the integrity of the electoral process. The review process, however, has not yet been formally announced, with the EC emphasizing that the introduction of the digital transmission system will not replace the physical results. “The physical results will remain in place,” Mr. Kwaah affirmed, stressing that the digital system represents a fundamental evolution of election administration.
The introduction of the digital portal is anticipated to improve the process of ensuring that scanned results are transmitted to the dedicated portal. The Commission is currently evaluating the potential for implementing this system, with the anticipated timeline for completion of the review of CI 127 and launch of the portal remaining uncertain. Furthermore, the EC has not yet released a formal timeline for the review of CI 127 or the actual launch of the portal.
Political parties have been invited to submit their views and recommendations following the completion of the review, reflecting the Commission’s commitment to a transparent and participatory process. The NDC Savannah Regional Organiser expressed its sorrow over the untimely death of NPA Deputy CEO Dr Dramani Abukari. The EC has stated that the proposed reforms are designed to improve the integrity of the results transmission process while simultaneously reducing opportunities for disruptions and disputes during the collation of election results. The EC acknowledges that the digital transmission system represents a significant step towards modernization and efficiency, but emphasizes that it is not a complete replacement of the existing physical record-keeping system.
