Israeli Prime Minister Benjamin Netanyahu’s steadfast rejection of a United States-led roadmap for Gaza, following a tacit agreement with Hamas, has ignited a critical juncture in the region, raising serious concerns about the potential for protracted conflict and deepening humanitarian crisis for over two million Palestinians. The US-brokered 15-point plan, ostensibly aimed at facilitating a phased Israeli withdrawal and a transition of governance to a Palestinian committee backed by an international security force, has been met with near-universal condemnation from international observers. Since President Donald Trump announced the plan last year, Israel has engaged in a near-daily barrage of deadly attacks against Gaza, largely bypassing the existing ceasefire, maintaining military control over nearly 70% of the territory, and recently, effectively paralyzed diplomatic efforts by insisting on a complete halt to Israeli troop withdrawals until Hamas is deemed ‘genuinely disarmed’. This unilateral action represents a significant escalation of tensions and underscores a clear shift in strategic priorities, driven by Netanyahu’s desire to prevent any return to a functional Palestinian society. The rejection places the US-brokered ceasefire on the precipice of collapse, triggering a significant deterioration in relations with the international community. Following Netanyahu’s declaration, Hamas reaffirmed its commitment to the negotiation process under the US-led Board of Peace and International Stabilization Force, while simultaneously demanding accountability for alleged Israeli actions. The office of Gaza-based political analyst Eyad al-Qarra stated, ‘There is a form of fear, unfortunately, because the matter is linked to Netanyahu possibly undertaking steps to return to assassination operations, bombing operations and targeting operations near the yellow areas,’ referring to the unilaterally imposed ‘Yellow Line’, effectively isolating Palestinians within smaller, controlled areas. The Gaza Government Media Office echoed this sentiment, viewing the rejection as a deliberate tactic to continue the war. It further asserted that Netanyahu’s statement proves Israel ‘takes the negotiation path as a false political cover to buy time, pass its destructive projects, and continue the war of genocide against defenceless civilians.’ This framing positions Israel as an aggressor, prioritizing its own strategic goals over the well-being of the Palestinian population. The rejection has triggered a sharp regional backlash, with Egypt’s Foreign Minister, Badr Abdelatty, warning that forced displacement of Gaza’s population remains actively on the table. The situation also intensified anxieties amongst Arab and Islamic countries, who are concerned about the potential for Egypt to implement a ‘voluntary displacement’ policy, pushing the population to leave under such conditions. Furthermore, analysts are pointing to the timing of Netanyahu’s demand for full disarmament prior to any withdrawal as a deliberate strategic maneuver, designed to block the agreement’s implementation. Mahjoob Zweiri, an academic and expert in Middle East politics, cautioned that if mediators fail to pressure Israel, Palestinians may face ‘the worst option, which is announcing practically the end of these negotiations after Netanyahu’s rejection and coup against them.’ He also warned that the US reaction could be ‘an expected diplomatic storm’ and ‘a kind of diplomatic clash’ between Netanyahu and Trump. Political analysts argue that Netanyahu’s refusal is partly driven by his domestic political survival ahead of the October elections, with the Likud party leader facing multiple corruption charges. Abu Ghosh, a specialist in Middle East politics, emphasized that Netanyahu’s desire to prevent any return to a functioning Palestinian society is fundamental. He argued that he does not want Gaza to be as it was on the sixth of October 2023. He also pointed out that setting complete disarmament as an absolute prerequisite is an impossible condition by design. He also cautioned that Israeli officials were fully aware of the plan’s details but gambled that it would be rejected by Hamas. He also warned of potential US reaction, predicting ‘an expected diplomatic storm’ and ‘a kind of diplomatic clash’ between Netanyahu and Trump. Israeli affairs expert Adel Sheded added that the timing of Netanyahu’s rejection is deeply tied to his domestic political survival ahead of the October elections. The leader of the Likud party faces multiple corruption charges dating back to 2019 – and could potentially end up in prison if found guilty. He also argued that Netanyahu wants to appear as a hero to the right-wing Israeli public in a bid to secure his political future. The situation is further complicated by the potential for Israeli officials to leverage Gaza’s future to exert pressure on the US regarding broader regional issues. The situation is likely to intensify regional tensions as the international community weighs the implications for Gaza’s future and the potential for a significant escalation of conflict.
