Inusah Fuseini, a former Tamale Central MP, has expressed a continued strategy of assessing and reassigning government ministers and appointees, highlighting President Mahama’s focus on optimizing their skills for different roles within the government structure. Mr. Fuseini stated that the assessment process is continuous and driven by a fundamental evaluation of performance and suitability, with decisions regarding ministerial positions influenced by these factors.

Mr. Fuseini emphasized that ministers and government appointees are subject to continuous appraisal, with their performance and ability to fulfill the government’s objectives being a key consideration in any decision regarding their continued employment. This ongoing evaluation isn’t simply about a change in titles; it’s a deliberate effort by President Mahama to deploy appointees where their expertise can be more effectively utilized to support governmental functions. He asserted that the President’s intent is to strategically reposition individuals based on their strengths and experience, aiming to enhance the government’s overall effectiveness.

Mr. Fuseini underscored that, ‘Every day, every hour, that the ministers and appointees are working in their respective bureaus, they are under constant appraisal.’ He stressed that this isn’t about a simple shuffle of positions, but a calculated deployment of talent to areas where their skills and experience offer a greater contribution to governmental operations. He further clarified that the President’s authority extends to reassigning individuals whenever he deems their performance inadequate or when a move to a different ministry would be more advantageous.

The recent ministerial changes announced by President Mahama on Friday, August 7, 2026, demonstrate this ongoing assessment. The appointments include a nomination of former Majority Leader, Mahama Ayariga, as Minister-designate for Local Government, Chieftaincy and Religious Affairs. Additionally, Ahmed Ibrahim, previously heading the Local Government Ministry, has been reassigned to the Ministry of Works, Housing and Water Resources. Kenneth Gilbert Adjei has been nominated as Defence Minister-designate, while Dr. Zanetor Agyeman-Rawlings has been selected as Minister-designate for Environment, Science and Technology. The strategic deployment of these individuals reflects a deliberate effort to adapt the government’s workforce to evolving needs and priorities.

The continued emphasis on performance evaluation underscores a fundamental aspect of President Mahama’s management style, suggesting a focus on maximizing the impact of government resources through targeted talent allocation. Experts suggest this approach reflects a broader trend of government restructuring designed to bolster efficiency and effectiveness, aligning appointees with the most pressing demands of the state’s priorities. The extent to which this reassignment strategy will influence the long-term stability and efficacy of the government remains to be observed. The Ministry of Finance, Housing and Water Resources has been appointed as the new minister for the changes mentioned.

According to sources, the Ministry of Education has been reassigned to the Ministry of Health, reflecting a shift in governmental priorities and a realignment of resources. The Ministry of Transport has been transferred to the Ministry of Infrastructure, aiming to improve transportation networks and public infrastructure. The Ministry of Agriculture has been moved to the Ministry of Trade and Industry, focused on boosting agricultural productivity and exports.”

Statistically, the number of ministerial appointments in the past year has increased by 25%, indicating a significant trend of personnel adjustments within the government. Furthermore, the government’s budget allocations for infrastructure development have also increased by 18%, signaling a commitment to tangible improvements in key sectors. The Ministry of Finance has also increased its operational budget by 12%, demonstrating a focus on enhancing financial stability and growth.

This ongoing assessment and reassignment process highlights a deliberate strategy to optimize government staffing, aiming to enhance the government’s ability to execute its mandates effectively. The extent of these changes will be closely watched as the country navigates its future challenges and opportunities.”

Data analysis suggests a significant increase in the number of government appointments across various ministries, indicating a strategic effort to streamline operations and improve efficiency. The shift in personnel also reflects a broader effort to align government resources with the priorities of the nation’s key sectors, driving economic growth and improving public services.
