The Bank of Ghana (BoG) has issued a comprehensive and urgent public notice, warning the nation against the proliferation of 20 mobile loan applications operating without the requisite licenses and approvals. This action follows a series of escalating concerns and a renewed focus on strengthening oversight within Ghana’s rapidly expanding digital lending sector, a sector increasingly reliant on mobile technology. The BoG’s caution stems from a growing recognition that these unlicensed platforms pose substantial risks to consumers and fundamental regulatory standards.

In a public notice disseminated on August 3, 2026, the central bank details its meticulous identification of these 20 applications, meticulously cataloging their operational status. The BoG has explicitly stated that these operators violate the Directive for Digital Credit Service Providers in Ghana, issued in September 2025, as well as other relevant laws and regulations. This directive, a cornerstone of financial sector oversight, establishes stringent requirements for digital lending platforms to operate legally.

Following this initial identification, the BoG has embarked on a sustained and rigorous campaign to bolster its regulatory framework. The Bank of Ghana’s response is directly linked to a prior advisory issued on August 3, 2026, titled ‘Notice No. BG/GOV/SEC/2026/22’, which further underscores the BoG’s commitment to safeguarding consumer interests and maintaining the integrity of Ghana’s financial landscape. The BoG emphasizes that the unauthorized operation of these digital lending platforms constitutes significant breaches of customer data privacy, consumer protection, and established regulatory principles.

The BoG’s directive is not merely a precautionary measure; it represents a proactive commitment to protecting consumers from potential financial and privacy risks. The regulator has reinforced its resolve to continue collaborating with relevant state institutions to identify, investigate, and enforce appropriate actions against operators of these unlicensed platforms. Specifically, the BoG intends to take steps to ensure compliance with the law and maintain stability within the financial sector.

The notice urges the public to exercise extreme caution and verify the licensing status of any digital lending provider before engaging with their services. The BoG stresses that conducting business with unlicensed platforms exposes individuals to substantial financial and privacy risks. Furthermore, the BoG has issued a clear warning against facilitating or processing transactions on behalf of these unlicensed entities, reinforcing the responsibility of banks, Specialised Deposit-Taking Institutions (SDIs), and Payment Service Providers (PSPs) to uphold regulatory compliance.

The BoG has also launched a call to action, encouraging individuals to report any suspected unlicensed digital lending providers to the Fintech and Innovation Department at its headquarters in Ridge, Accra. This reporting channel includes telephone numbers +233 30 273 9650 and an email address: fintech@bog.gov.gh or digitalcredit@bog.gov.gh. The BoG has also stated that the regulatory enforcement actions will be targeted against entities operating outside the bounds of established laws and regulations.

As a result of this concerted effort, the BoG has acknowledged the importance of maintaining a robust and secure digital lending environment. It highlights the necessity for financial institutions to adhere to Ghana’s regulatory framework and refrain from supporting entities operating outside the law, thereby safeguarding consumers and bolstering the stability of the nation’s financial sector. The move is a direct response to a growing concern about the potential for illicit activities and risks associated with unregulated digital lending.

This action underscores the BoG’s dedication to protecting citizens and upholding the integrity of Ghana’s financial system. The sector is currently experiencing significant activity with oil company reducing diesel price following Mahama’s GH¢2 intervention.
