Mary Addah, Executive Director of Transparency International Ghana, has issued a sharp critique of the current political discourse surrounding vote-buying, characterizing it as a pervasive and largely unaddressed issue within Ghana’s political landscape. In an August 1, 2023, interview on JoyNews’ Newsfile, Ms. Addah forcefully refuted the assertion that allegations of vote-buying are merely speculative, asserting that the practice is deeply ingrained in Ghana’s political fabric and should not be treated as a matter of conjecture.

Her perspective stems from a detailed examination of the Supreme Court’s landmark ruling, which, on July 29, 2023, unequivocally mandated that all registered political party members must be permitted to vote in the election of party leaders and candidates. This judgment effectively dismantles the long-standing delegate system employed by Ghana’s major political parties, replacing it with a ‘one member, one vote’ model for internal party elections.

Ms. Addah highlights a documented history of widespread concerns regarding the influence of money in Ghana’s political parties, dating back decades. She points to numerous instances – documented through her organization’s work – where claims of vote-buying have often been dismissed as mere speculation, arguing that the reality witnessed by Ghanaians and civil society organizations has been far more extensive and demonstrably prevalent. She stated, ‘They also live in Ghana and they have seen, and when our politicians again say vote-buying is an issue of conjecture, I believe they are dreaming and they are not facing the reality we have seen.’

Her comments follow a series of recent incidents where the Supreme Court’s ruling has been interpreted as a significant shift in the direction of political governance. The judgment’s implementation is expected to substantially reshape the conduct of future presidential, parliamentary, and executive primaries, effectively eliminating the traditional delegate system and introducing a new model focused on broader participation. This shift is viewed by some as a deliberate attempt to curtail the concentration of power in the hands of a relatively small group of delegates, a system critics argue creates opportunities for inducements and vote-buying.

Reflecting on the judgment, Ms. Addah emphasized that the Supreme Court’s decision was not rushed or arrived at without careful consideration of Ghana’s political realities. She asserted that as a Ghanaian, she’s familiar with the persistent allegations of vote-buying that have accompanied party primaries and internal political contests for years, and that the justices’ decision was a reflection of this long-standing concern.

Furthermore, she stated that the inability to secure conclusive legal evidence doesn’t diminish the significance of these allegations; rather, it reveals weaknesses in Ghana’s investigative and evidentiary processes for addressing electoral misconduct. She maintained that denying the existence of vote-buying merely delays meaningful reforms needed to strengthen Ghana’s democratic institutions and restore public confidence in the integrity of political processes. She concluded by advocating for a more honest and transparent acknowledgment of the problem, arguing that meaningful electoral reform cannot be achieved if political leaders continue to dismiss concerns over vote-buying.

According to a report by Transparency International Ghana, the organization has documented a pattern of persistent allegations of money influencing political parties, even when attempts to substantiate those claims have proven difficult. The organization has captured numerous incidents, and they have again, they come at us that there is no evidence to substantiate this because the gaps in there is very weak. The implications of this judgment are substantial, potentially reducing the concentration of power in the hands of a small group of delegates, a system that critics argue fosters opportunities for inducements and vote-buying. While the practical challenges of implementation are undeniable, supporters argue that broadening participation could reduce the influence of concentrated power, a system critics contend contributes to the current vulnerabilities in Ghana’s democratic institutions.

The decision is expected to present significant logistical and financial hurdles in the implementation of the ruling. However, proponents contend that it represents a crucial step towards strengthening Ghana’s democratic institutions and restoring public confidence in the integrity of political processes.
