The Ghana Railway Development Authority (GRDA) is currently grappling with escalating safety concerns surrounding the Tema-Mpakadan Railway Line, following a recent collision involving six goats and a passenger train on the track. This incident, which occurred on July 30th, has sparked a broader discussion about persistent challenges including encroachment, vandalism, and deliberate obstruction of railway operations, raising serious questions about the long-term security of the railway infrastructure.
The Chief Executive Officer (CEO) of GRDA, Frederick Appoh, addressed these concerns during a press conference held on July 31st, stating that the collision highlighted a worrying trend of escalating threats. He emphasized that trains, particularly the DMU002 passenger train carrying over 150 passengers, are inherently limited in their ability to avoid obstacles due to their size, weight, and braking distance. ‘A train cannot simply swerve or stop instantly,’ Mr. Appoh warned, emphasizing the need for public vigilance and adherence to strict railway safety regulations,’ he stated.
The incident detailed a series of documented violations, including instances of people deliberately obstructing train movements, a particularly concerning case involving an individual seated on the track despite warnings from an approaching train horn, a situation that prompted immediate intervention by railway personnel. The GRDA has recorded several incidents of unauthorized encroachment, including deliberate stone throwing at trains and the placement of stones along the track, leading to substantial damage and potential hazards. The authority has also identified a significant number of vandalism incidents, with over six incidents documented involving the throwing of stones and the deliberate placement of stones on the track, significantly impacting the operational integrity of the railway corridor.
The CEO explained that while the current passenger train operations generate approximately 750 kilowatts of power, freight locomotives are expected to significantly increase this capacity, with approximately 2.25 megawatts of power expected to enter service on the route. ‘Their mass, momentum, and braking distance mean they cannot stop suddenly for a person, animal, or vehicle on the track,’ he stated, stressing the critical need for robust security measures to prevent accidents. The GRDA has already deployed railway security personnel between stations to deter encroachment and protect vulnerable sections of the line, highlighting a commitment to safeguarding the railway’s operational integrity.
Furthermore, the installation of newly installed fencing along the railway corridor has been vandalised, impacting efforts to secure critical sections of the line. Mr. Appoh acknowledged that while the current passenger trains generate significant power, the anticipated influx of freight locomotives will dramatically increase this power output, necessitating significant investment in security enhancements. ‘We can engineer a safer railway, but we cannot engineer away indiscipline,’ he asserted, urging the public to maintain a safe distance from railway tracks and to cooperate with railway authorities to prevent any further incidents,’ he added. The authorities are also working to ensure the continued security of the Dagbon Regent’s Enskinment and other related projects.
The GRDA is currently reviewing its security protocols and exploring enhanced surveillance systems to address the escalating risks. The authorities are also collaborating with the Ghana Prisons Service to enhance security operations surrounding railway infrastructure and to safeguard the railway line from potential threats. The incident underscores the importance of proactive measures to ensure the continued safety and reliability of the Tema-Mpakadan Railway Line for the benefit of the nation’s transportation network.
