Parliament concluded its Second Meeting of the First Session of the Ninth Parliament by enacting 12 crucial bills, marking a significant shift in the government’s strategic agenda. This legislative package represents a concerted effort to bolster public institutions, stimulate economic growth, and strengthen Ghana’s position within the regional and international landscape.

The government’s broader objective is to modernize key sectors of the economy, enhance revenue mobilization, and address long-standing structural challenges. The 12 bills span diverse areas, including taxation, investment promotion, maritime security, defense, justice, local governance, cocoa sector reforms, energy financing, and the establishment of new governmental bodies.

Below is a detailed breakdown of each bill and its primary objectives: The ‘LGBTQ+ Advocacy’ bill, for instance, prohibits activities promoting LGBTQ+ rights, triggering substantial debate and legal challenges.

The Ghana Investment Promotion Authority (GPIA) is being established, replacing the existing framework to improve investment climate and attract both domestic and foreign investment. Ghana’s legal framework for combating maritime crimes is strengthened, aligning with international standards and enhancing maritime security.

The bill introduces a Community Service Sentencing Option, aiming to reduce prison overcrowding and promote rehabilitation through alternative sentencing, potentially decreasing prison populations.

The National Defence University of Ghana is being created, providing advanced military education and research for the Armed Forces, furthering national security policy development.

The VAT amendment revises tax administration, compliance, and domestic revenue mobilization, reflecting government policy adjustments outlined in the 2026 Budget. The Income Tax Act is updated to reflect tax policy changes, providing clarity and streamlining processes.

The Customs Bill modernizes Ghana’s customs laws, strengthening border management, facilitating trade, improving revenue collection, and combating smuggling.

The Excise Bill consolidates and modernizes excise duties on locally manufactured and imported goods, aiming to improve tax administration and strengthen domestic revenue collection.

The Energy Sector Levies Act revises levies on fuel oil and extends the Road Fund Levy to fuel oil, according to the government’s strategy to address revenue leakage, curb abuse within the fuel subsidy regime, and bolster financing for the energy sector.

The passage of these 12 bills underscores Parliament’s commitment to fostering reforms across multiple sectors, including taxation, investment promotion, national security, maritime governance, justice, education, energy, and agriculture.

Several laws implement government policy commitments, while others establish new institutional and legal frameworks to improve governance, strengthen public service delivery, and enhance Ghana’s long-term economic competitiveness. These laws will significantly impact Ghana’s economic trajectory.
