Executive Director of Africa Education Watch, Kofi Asare, has issued a renewed call for a fundamental review of Ghana’s Free Senior High School (Free SHS) policy, advocating for a dramatic shift away from the provision of free uniforms, exercise books, and other non-tuition benefits at the secondary school level. Asare contends that the current distribution of these ‘freebies’ is financially unsustainable and significantly hinders the educational progress of children at the basic school level, where they require the most support.

Speaking on Adom Brands Thought Leadership Forum, Mr. Asare underscored Ghana’s unique position – the sole country to offer free uniforms to students in secondary schools, despite numerous pupils at public basic schools lacking similar provisions. He stated, “Ghana is the only country that provides free uniforms at the secondary level, yet does not do the same for the poor child at the basic level.”

Asare argues that if the government intends to continue providing learning materials and clothing, a priority should be re-allocated to pupils in public basic schools. He emphasized the critical need to prioritize student welfare over the distribution of these ‘freebies,’ stressing that removing these non-essential benefits would contribute to a more sustainable and financially viable Free SHS program without compromising enrollment rates. Specifically, he highlighted the significant financial burden of school feeding, which accounts for a substantial portion of the Free SHS budget.

According to Asare, the current system is unsustainable. He identified that the continued provision of these benefits is creating a significant financial strain on the government. The discussion at the Thought Leadership Forum underscores the debate surrounding the future of Free SHS, with stakeholders exploring options for sustaining the program while simultaneously improving efficiency and quality. The forum aims to determine whether the current model should be maintained, redesigned to enhance effectiveness, or entirely restructured to address critical funding and educational challenges.

The educational policy advocates further emphasized the need for a more equitable distribution of resources, noting that the current system is not adequately addressing the needs of students in public basic schools. The discussion focuses on ensuring that resources are directed to the most vulnerable pupils, ensuring that free access to education remains a core objective of the Free SHS initiative. The thought leadership forum is expected to provide actionable insights for optimizing the program’s long-term viability and maintaining a high level of educational attainment for all Ghanaian students. The report anticipates a shift in focus from simply providing access to education to ensuring its quality and sustainability.

The stakeholders are exploring a range of potential strategies to ensure the long-term sustainability of Free SHS while prioritizing the needs of the most vulnerable students. The current assessment suggests that a fundamental shift in priorities is required to safeguard the program’s future. The thought leadership forum is expected to produce practical recommendations for optimizing the program and ensuring the continued success of Free SHS for generations to come.
