The Cyber Security Authority (CSA) has levied a substantial GH¢240,000 fine on the Office of the Registrar of Companies (ORC) for a serious breach of cybersecurity regulations, marking a significant escalation in the ongoing scrutiny of cybersecurity practices within Ghana. The CSA’s action follows a series of concerning incidents and a direct violation of critical infrastructure protection directives, prompting a comprehensive review of cybersecurity licensing requirements across the nation. The core of the issue stems from the ORC’s decision to engage Purpleline Solutions Limited Company, a provider lacking the necessary cybersecurity licensing, despite the CSA’s explicit instruction to utilize Tier 1 licensed providers for critical information protection. This decision, made on June 15, 2026, directly contradicts established protocols designed to safeguard Ghana’s vital infrastructure. The CSA initiated an investigation following reports of potential compromise during the engagement with Purpleline, prompting a detailed assessment of the ORC’s cybersecurity operations. The CSA’s directive, outlined in Section 92 of the Cybersecurity Act, 2020, emphasized the need to bolster the nation’s defenses against cyber threats, and this sanction represents a critical step in bolstering these efforts. According to the CSA’s official statement, the ORC was required to provide detailed information regarding its cybersecurity service providers, the terms of reference for its proposed SOC, and relevant Public Procurement Authority approvals. However, the ORC proceeded to engage Purpleline Solutions Limited Company, which was subsequently sanctioned for operating without a valid cybersecurity license. The CSA’s investigation revealed a pattern of non-compliance with dual directives, each resulting in a GH¢240,000 fine. Specifically, the CSA deemed the ORC’s engagement with Purpleline to be a violation of two separate directives concerning the strengthening of the nation’s cybersecurity posture. These directives, documented in the CSA’s findings, directly relate to the protection of critical information infrastructure. The CSA has issued a clear warning to all institutions and cybersecurity providers to strictly adhere to licensing regulations and verify the status of all cybersecurity service providers before granting them access to sensitive data or commencing operations. The authority further emphasized that the submission of a cybersecurity service provider license application does not equate to obtaining a license and does not authorize entities to provide regulated cybersecurity services. The CSA has determined that Purpleline Solutions Limited Company was fined 10,000 penalty units, equivalent to GH¢120,000, for operating without a license, effectively constituting a significant financial penalty. The CSA has also issued a formal warning to the ORC and Purpleline Solutions Limited Company, emphasizing the need for immediate compliance with all licensing requirements. The CSA has stated that it will continue to monitor compliance and take enforcement actions against institutions that engage unlicensed providers, as well as companies providing cybersecurity services without the requisite license. The CSA has also stated that it will continue to review all cybersecurity activities and will take appropriate action against any organization that violates the Cybersecurity Act.” The CSA’s decision underscores the gravity of the situation and reinforces the importance of robust cybersecurity oversight within Ghana. The incident has prompted a thorough review of existing cybersecurity protocols and highlighted the need for enhanced regulatory enforcement to protect critical infrastructure from potential cyber threats. The CSA’s actions signal a renewed commitment to safeguarding the nation’s digital assets, demanding a proactive approach to cybersecurity governance.
