Gaza City, Palestine – The Israeli government’s rejection of a proposed 15-point framework for a ceasefire and a future for Gaza has ignited a wave of profound frustration and skepticism within the Palestinian community. The United States-backed initiative, championed by Prime Minister Benjamin Netanyahu, centers on a phased Israeli withdrawal, the dismantling of Hamas, a Palestinian-led civilian administration, and humanitarian aid provision. However, on Sunday, Netanyahu announced Israel’s ‘rejection’ of the plan, asserting that forces will not withdraw until Hamas is ‘genuinely disarmed.’

For Nesma Harazin, a displaced writer from Gaza City’s Shujayea neighborhood, Netanyahu’s statement reflects a long-standing pattern of Israeli military operations, regardless of the so-called ‘ceasefire’ agreed with Hamas in October. ‘We are dealing with an Israeli occupation army capable of stopping these operations, but does not accept stopping them and continues to kill the Palestinian people,’ Harazin stated. This sentiment is echoed by Mehdi Ahmed, a Gaza City resident whose family home was among the few remaining in his area to remain standing.

Harazin highlights the ongoing nature of violence, arguing that Israel’s military actions have consistently resulted in civilian casualties and destruction. Since the October conflict, at least 1,258 people have been killed, reaching a total of 73,386 since the start of Israel’s genocidal war against Palestinians in Gaza. Ahmed warned that even a period of calm could be temporary, emphasizing the generational impact of the conflict on future generations.

Since the October ceasefire, Israeli attacks have inflicted significant casualties, with at least 1,258 deaths recorded, surpassing the initial number of deaths since the start of Israel’s war. The Gaza Government Media Office blamed Netanyahu’s rejection of the plan and demands for a withdrawal from Gaza for a reversal of negotiations, contributing to a feeling of hopelessness among Palestinians.

The Gaza Government has also criticized the proposal for a phased withdrawal, arguing that it will further displace Palestinians and increase Israeli control.

Ramez Haniyeh, a Hamas representative, expressed a starkly different perspective, stating that the proposed plan could have potentially ended the fighting and stopped the suffering of Palestinians. He believed a ceasefire would have allowed for a rebuilding of Gaza and a return to dignity.

However, the rejection of the plan has prompted widespread concern amongst Palestinians, with many expressing a lack of faith in long-term solutions. The international community, including the United Nations, has urged for de-escalation and a negotiated settlement.

Furthermore, the humanitarian situation in Gaza continues to deteriorate, with widespread unemployment and a lack of basic necessities for many residents. The Gaza Government Media Office has called for international pressure to prevent further escalation and to ensure the return of displaced Palestinians.

The proposed plan included a phased withdrawal of the Israeli army, an end to attacks, and the return of displaced Palestinians. However, the situation remains dire, with many fearing further displacement and increased Israeli control over Gaza. Haniyeh, who has been displaced to Nuseirat in central Gaza, expressed a more cautious hope, stating that a ceasefire would have to include the withdrawal of the Israeli army and an end to attacks.

The political landscape in Gaza is dominated by a divided leadership, with Hamas maintaining its position. While Hamas has expressed a commitment to implementing the plan, it is also wary of potential escalation.

Experts suggest that the failure of this proposal could further exacerbate the humanitarian crisis and prolong the conflict. Some analysts fear that a new target bank could be created, leading to more bloodshed. Haniyeh described the situation as deteriorating, and his hope rests on faith.
