Chief Executive Officer of the Ghana Gold Board (GoldBod), Sammy Gyamfi, has levied a sharp critique of the gold-buying regime implemented under the previous New Patriotic Party (NPP) administration, asserting that many companies involved in purchasing gold operated without formal contracts with the state. Mr. Gyamfi contends that this arrangement fostered weaknesses in the system, hindering effective state monitoring and accounting for the value of gold transactions.

According to Mr. Gyamfi, the absence of contractual obligations created a significant vulnerability. The companies were routinely adjusting exchange rates to cover operational costs, a practice he described as detrimental to the integrity of the system. This dynamic fundamentally altered the established value of gold, leading to inconsistencies and potential losses for the state.

During a discussion on X Spaces on August 9, 2023, Mr. Gyamfi underscored the need for greater structure, transparency, and accountability within Ghana’s gold trading sector. He stated that the reforms being undertaken under President John Mahama through GoldBod are designed to implement significant changes. Specifically, GoldBod is currently profiling licensed gold-buying companies to establish the origins of the gold they purchase and enhance traceability throughout the sector.

Mr. Gyamfi emphasized that these measures are crucial to bolster oversight of the gold supply chain. The ultimate goal is to provide the state with a more robust understanding of transactions within the industry, ensuring proper valuation and resource allocation. He further highlighted that the current arrangement seeks to increase locally refined Ghanaian gold, aiming to bolster Ghana’s economic benefits derived from refining rather than exporting gold abroad.

Mr. Gyamfi asserted that these reforms are essential to rectify existing weaknesses in the previous gold-buying system, safeguarding Ghana’s mineral wealth. The implementation of these changes is expected to contribute significantly to strengthening the country’s economy and achieving greater value from its natural resources. The focus is on promoting local refining and reducing reliance on foreign markets for gold export.

This shift towards increased local refining is a direct response to concerns raised by Mr. Gyamfi regarding the previous regime’s lack of oversight and the potential for manipulation of gold transactions. The reforms are intended to create a more robust and trustworthy gold trading landscape, ensuring the state retains a greater share of the economic benefits associated with gold production and refining within the nation. The implementation of these changes represents a strategic effort to improve transparency and accountability within the gold sector, ultimately benefiting Ghana’s economic prosperity. The current structure will allow for a more accurate and reliable tracking of gold flows and value.”
