Executive Director of Africa Education Watch, Kofi Asare, has issued a renewed call for a fundamental review of Ghana’s Free Senior High School (Free SHS) policy, advocating for a dramatic shift away from the provision of free uniforms, exercise books, and other non-tuition benefits at the secondary school level. Asare contends that the current distribution of these ‘freebies’ is financially unsustainable and significantly hinders the educational progress of children at the basic school level, where they require the most support.
Speaking on Adom Brands Thought Leadership Forum, Mr. Asare underscored Ghana’s unique position – the sole country to offer free uniforms to students in secondary schools, despite numerous pupils at public basic schools lacking similar provisions. He stated, “Ghana is the only country that provides free uniforms at the secondary level, yet does not do the same for the poor child at the basic level.”
Asare argues that if the government intends to continue providing learning materials and clothing, a priority should be re-allocated to pupils in public basic schools. He emphasized the critical need to prioritize student welfare over the distribution of these ‘freebies,’ stressing that removing these non-essential benefits would contribute to a more sustainable and financially viable Free SHS program without compromising enrollment rates.
