The Controller and Accountant-General’s Department (CAGD) has issued a critical warning to government employees across Ghana, signaling a potential disruption to salary payments if valid National Identification Authority (NIA) details remain incomplete on their payroll systems. This alert follows a directive issued on August 24, 2026, outlining preparations for a nationwide employee re-verification exercise, designed to address inconsistencies flagged after the rollout of the upgraded Employee Payslip (E-Payslip) system.
The CAGD, in a statement released on August 24, 2026, emphasizes that the measure is essential to facilitate the upcoming nationwide re-verification exercise, a process aimed at strengthening the integrity of government payroll and ensuring accurate financial management. The Department stated that some employees have been locked out of their payslips due to discrepancies identified following the E-Payslip system’s implementation.
As part of this re-verification effort, the CAGD has instructed Human Resource departments within Ministries, Departments, and Agencies (MDAs) to rigorously capture the correct NIA numbers for all government employees. Specifically, the CAGD confirmed that some employees have been identified as lacking NIA details, while others have no documented NIA records at all. The Department further clarified that failure to update NIA details within the payroll system will result in immediate salary suspension, effective September 15, 2026.
This regulation, derived from Regulation 9 of the National Identity Register (Amended) Regulations, 2026 (L.I. 2523), mandates that physical copies of NIA cards are no longer required for submission and inspection. Instead, employees are now directed to ensure their NIA numbers and associated identity details are accurately captured through their respective Heads of Human Resources within their institutions.
The CAGD has cautioned employees and institutions alike, urging immediate compliance with the September 15 deadline to avoid potential disruptions to salary payments. The Department stressed that the implementation of this revised procedure will require a thorough review of the payroll system to ensure accuracy and prevent any financial irregularities. HR officers have also been instructed to actively monitor their institutions’ corporate email accounts for flagged employees with ‘No NIA’ details, prompting swift corrective action according to the CAGD’s guidance. The CAGD is urging employees and institutions to proactively address this situation to maintain operational stability and safeguard government financial resources.
Specifically, the CAGD has stated that the Department has been working with the Ministry of Finance to ensure seamless transition of the E-Payslip system and to provide support to affected employees. The rollout of the E-Payslip system is expected to impact a significant number of government employees, necessitating this comprehensive re-verification process.”
