A delegation of Japanese politicians, led by Gaku Hashimoto, has travelled to Beijing this week, marking a significant shift in relations following a period of intense conflict and heightened tensions between the two nations since the 1970s. Hashimoto, alongside lawmakers from the Liberal Democratic Party (LDP) and the Komeito and Centrist Reform Alliance, represents a concerted effort to re-establish diplomatic channels. The trip, however, is viewed by observers as a strategic maneuver aimed at improving ties amidst a protracted crisis, fueled by longstanding grievances dating back to the late 19th century.

A diplomatic spat ignited in November 2025 when Prime Minister Sanae Takaichi declared that a Chinese attack on Taiwan could constitute a ‘survival-threatening situation’ for Japan, justifying a potential military response. This triggered a swift, and somewhat unexpected, response from Beijing, with Xue Jian, China’s consul general in Osaka, posting a scathing X message characterizing Takaichi’s comments as an act of ‘dirty necking’. The post was quickly deleted, further escalating the situation.

Tokyo swiftly lodged a protest and requested that Jian be disciplined, with Beijing refusing to comply and instead issuing a warning to its citizens against traveling to Japan, effectively restricting travel to the nation. This move, a stark escalation, was followed by tightened trade restrictions, notably a ban on Japanese seafood and the export of dual-use goods – software, technology, and military applications – crucial for high-tech manufacturing. The MOFCOM also placed 40 Japanese entities under restrictive trade measures, including risk assessments and licensing requirements, reflecting a significant shift in economic leverage.

In February, China’s Ministry of Commerce (MOFCOM) implemented 40 Japanese entities under restrictive trade measures, including a watch list of 20 companies. This action, a significant escalation, is expected to impact several key sectors, including the production of magnets vital for smartphones, aircraft, and defense equipment.

Amidst this backdrop, analysts suggest that Beijing’s assessment of Japanese talk of military force as evidence of a resurgence of wartime militarism is a key factor driving this renewed diplomatic effort. In November, Beijing imposed a ban on Japanese seafood following the Takaichi comments, followed by January restrictions on exports of dual-use goods and rare earth minerals – essential for high-tech manufacturing. China’s continued focus on these strategic resources, while minimizing economic repercussions, is a point of concern.

A significant indicator of the situation’s depth is the Japan-China economic impact. While the report indicated minimal economic effect, the economic impact on Taiwan, South Korea, the United States, and Hong Kong offset the decline in Chinese arrivals, however, the economic effect is minimal due to a weak yen.

Furthermore, the US is scaling back military assets in Asia, including aircraft carrier deployments away from Japan, a strategic move influenced by concerns over Iran’s nuclear program. This shift, alongside increased Chinese military activity in the Middle East, is expected to ultimately shift the balance of power in the region. Experts suggest that the cross-party delegation of politicians visiting China this week is a ‘modest start’ to a dialogue, acknowledging that the Takaichi administration’s stance is not necessarily aligned with the LDP’s policy lines. Matsumura, a professor at St Andrew’s University in Osaka, cautioned that politicians who travel to Beijing in what he calls ‘parliamentarian caucus diplomacy’ may not be aligned with the Takaichi administration’s policy lines. He also pointed out that the ruling party itself is a ‘latent struggle’ between anti-China/pro-US and pro-China/anti-US, suggesting that the delegation may say less about where Takaichi stands than about who in Tokyo wants to open a channel.

Experts suggest that the US has not clamped down on capital flight in yen the way it polices it in US dollars. Japan has diversified its rare earth import sources, but still relies on China for critical elements, a ‘great headache’ for the Japanese government and Japanese high-tech firms. This is further compounded by concerns in Japan and among other US allies in Asia, as Washington increases its focus on the Middle East, where the US-Israel war drags on, and the cross-party delegation of politicians visiting China this week is a good sign.

The recent restrictions on Chinese exports of rare earth metals, particularly the lack of allocations for the critical elements used in magnets for smartphones, aircraft, and defense components, raise serious concerns about the potential for increased geopolitical competition and strategic vulnerabilities.
