The Government has officially commenced the construction of a state-of-the-art office and laboratory complex within Kumasi, Ashanti Region, marking a significant milestone in bolstering the Minerals Commission’s operations and strengthening its regulatory framework for Ghana’s mining sector. This ambitious project represents a substantial investment designed to improve the management, oversight, and overall efficiency of the industry, particularly within the Ashanti Region’s critical mining landscape.
The new facility, a substantial undertaking valued at approximately $15 million, will house a meticulously designed two-storey laboratory, equipped with cutting-edge technology to support a wide range of mineral testing, sample preparation, technical analysis, quality assurance, research, and meticulous regulatory monitoring. This facility is strategically positioned to serve as a central hub for the Ashanti Region and the Middle Belt, offering enhanced accessibility to specialized technical services and significantly reducing the logistical burden on stakeholders.
The commissioning ceremony, held on Monday, October 26th, 2023, was presided over by Chief Executive Officer (CEO) Isaac Andrews Tandoh, who underscored the crucial role of the new facility in strengthening the Commission’s technical capabilities and enhancing the delivery of vital services to the mining industry. Tandoh emphasized that the upgraded laboratory would facilitate better regulatory decision-making based on thoroughly accurate technical information. He stated that the investment in this Kumasi-based complex was a direct response to the Ashanti Region’s pivotal position within Ghana’s mining sector, a region harboring significant operations from major players like Obuasi and Asanko Mines, alongside a substantial number of licensed artisanal and small-scale mining operators.
The complex itself comprises a seven-storey office block, a two-storey laboratory, and a dedicated Museum and Public Education Centre, designed to accommodate a diverse range of stakeholders involved in the mining sector. Deputy Minister for Lands and Natural Resources, Dr. Yusif Sulemana, elaborated that the government’s focus on reform is driven by the desire to address inefficiencies within the mining regulation through the decentralization of the Minerals Commission. This decentralization, he explained, is intended to promote responsible and safe mining practices across both the large-scale and small-scale sectors, while simultaneously intensifying efforts to combat illegal mining activities. Dr. Sulemana also announced that Cabinet, under the leadership of President John Dramani Mahama, has initiated a comprehensive review of the Minerals and Mining Act, 2006 (Act 703), a crucial step in modernizing Ghana’s mining laws, strengthening regulatory processes, and positioning the sector to contribute more effectively to national economic development.
The ceremony brought together a diverse group of stakeholders, including representatives from the Ashanti Regional Minister, Dr. Frank Amoakohene; members of the Minerals Commission Board; personnel from Ghana Chamber of Mines; NAIMOS (National Association of Indigenous Mining Operators), government institutions, and prominent mining companies. Chief Executive Officer of the Ghana Chamber of Mines, Kenneth Ashigbey, welcomed the commissioning and expressed optimism that the improved infrastructure would lead to increased regulation and contribute to efforts to combat illegal mining. The ceremony further highlighted the significance of the Kumasi facility in supporting the ongoing efforts to modernize Ghana’s mining sector and ensure its sustainable and responsible development. The event was also marked by a brief, albeit controversial, public statement from Atta Akyea, alleging that the refusal to halt proceedings despite recent injunction application from a legal challenge, potentially delaying the legal processes relating to the mining operation.
