The Chief Executive Officer (CEO) of the National Youth Authority (NYA), Osman Abdulai Ayariga, has issued a compelling call for a fundamental shift in the approach to youth political participation, urging a move beyond the often-polarized landscape of partisan politics. Mr. Ayariga’s statement underscores the critical need to empower young people to engage in a broader understanding of political processes and their impact on the nation’s core sectors – education, employment, business, communities, and the environment – rather than solely focusing on political maneuvering within a specific party’s agenda. This emphasis on citizenship, as he defines it, represents a significant departure from the current trend of political engagement that, while vital, risks overlooking the potential for genuine and impactful contributions from a younger generation.

Mr. Ayariga’s perspective is rooted in a belief that democratic participation necessitates a deeper engagement with the policies shaping daily life. He explicitly stated that young people must be equipped with the skills to critically analyze governmental actions and understand how they affect various facets of society. Specifically, he highlighted the importance of young people’s capacity to challenge policies, formulate alternative solutions, and hold public institutions accountable – all vital components of a healthy and responsive democracy. This includes the encouragement of robust questioning of existing systems, a crucial element for ensuring accountability.

The NYA CEO emphasized that democratic participation entails both rights and responsibilities, a principle he repeatedly stressed. He cautioned against reducing civic engagement to superficial social media discussions or simplistic exchanges of partisan viewpoints. Instead, he advocates for young people to translate their ideas and concerns into tangible actions within their communities, schools, workplaces, youth organizations, and formal democratic institutions.

Mr. Ayariga underscored the notion that the quality of youth participation is inextricably linked to the quality of their engagement itself. He emphasized the need for young people to cultivate informed and constructive perspectives when expressing their views – a point that underlines the importance of rigorous critical thinking. His message is a powerful reminder that ‘your voice carries weight’ when it’s informed, constructive, and demonstrably solution-oriented.

Furthermore, he underscored that the current landscape demands a more holistic approach to civic engagement. Young people must be able to articulate their needs and concerns in a way that’s readily understood and actionable, fostering a greater sense of responsibility and accountability from the public sector. This requires a shift in strategy from passive observation to active, informed participation – a crucial step towards strengthening the foundations of democratic governance.

This call for active citizenship is particularly relevant given the growing emphasis on policy influence across various sectors. The NYA CEO’s statement directly addresses the opportunity for young people to drive crucial changes in areas like education, employment, and the economy. By fostering a culture of critical analysis and proactive engagement, the nation can unlock the immense potential of a younger generation to contribute meaningfully to the future of Uganda. The focus on understanding and addressing the challenges facing the nation necessitates a broadened understanding of the policies that impact the lives of young people, and Mr. Ayariga’s urging underscores this vital need.

The NYA’s initiatives are expected to contribute significantly to the nation’s developmental goals. By empowering young people to engage in informed and constructive dialogue, Uganda can cultivate a more engaged and responsive citizenry, ensuring the long-term stability and prosperity of the country. The challenge, as Mr. Ayariga suggests, is to translate this potential into tangible action, fostering a truly democratic and accountable society.

This underscores the necessity of a multifaceted approach to youth engagement, moving beyond simply encouraging participation. It requires cultivating a generation equipped with the skills to critically evaluate policies, propose innovative solutions, and hold institutions accountable – a shift that will undoubtedly have profound implications for Uganda’s future.
