The Ghanaian government has commenced a significant and multifaceted project aimed at reclaiming the Lafa water retention basin, a crucial component of the ongoing strategy to mitigate flooding across Accra and its surrounding regions. This initiative, spearheaded by the 48 Engineer Regiment of the Ghana Armed Forces, represents a critical step in bolstering resilience against the recurrent challenges posed by seasonal rainfall and exacerbated by recent devastating floods of June 29, 2026. The Lafa basin, situated at Mallam, part of the Mallam area within Greater Accra, has been grappling with accumulated solid waste, silt, and previously unauthorized structures, significantly reducing its capacity to absorb rainwater.

The 48 Engineer Regiment, a specialized combat engineer unit stationed in Teshie, Accra, is tasked with this operation, acting as a vital element in disaster response and infrastructure development. Their core duties extend beyond immediate emergency relief; they encompass a wide range of tasks including the clearance of years of accumulated debris, the removal of illegal encroachments that impede water flow, and the meticulous removal of structures that contribute to seasonal flooding. This includes the careful dismantling of structures and the construction of protective embankments – essentially, walls designed to slow the flow of water – to safeguard the basin’s capacity.

The current exercise, designated as ‘Operation Restore Lafa,’ is a coordinated effort across multiple locations within Accra. It’s being overseen by the Post-Flood Mitigation Task Force, a national-level initiative designed to restore waterways and drainage channels. The project’s scope extends beyond simply clearing the basin; it’s a holistic approach including dredging, the strategic removal of waste to a designated landfill site, and the demolition of existing structures that impede water flow. The aim is to create a more stable and resilient drainage system.

Furthermore, the government has pledged significant resources and equipment to support this endeavor. Similar activities are underway at Oyarifa, East Legon, and the Kpeshie Lagoon area, demonstrating a nationwide commitment to addressing the underlying issues contributing to the problem. The government has issued a clear directive to the public to cooperate fully with the taskforce, emphasizing the importance of avoiding any actions that obstruct waterways or impede the effectiveness of flood mitigation efforts. The administration has stated that the initiative is expected to significantly improve drainage capacity and reduce the frequency and severity of flooding events, particularly within the Mallam area of Greater Accra.

The Ministry of Defence has emphasized the critical role of the 48 Engineer Regiment in this endeavor, highlighting their expertise in engineering and disaster response. The initial assessment indicates that the Lafa basin’s capacity has decreased by approximately 60% in the past decade, contributing to a significant increase in localized flooding, which is a matter of great concern for the community.

Initial reports suggest that the taskforce is utilizing advanced techniques to ensure the efficient removal of debris while minimizing environmental impact. The long-term objective is to establish a sustainable and effective system for managing water resources across Accra, safeguarding the lives and livelihoods of the residents.

This proactive response is a vital demonstration of the government’s commitment to long-term resilience and is being viewed as a significant investment in the future of the city.
