The recent decline in Hip Hop’s commercial success has ignited a contentious debate, with Joe Rogan suggesting a direct link to the Trump administration’s dismantling of the U.S. Agency for International Development (USAID). During a recent episode of The Joe Rogan Experience, Rogan asserted that USAID’s funding cuts were the primary driver behind the recent stagnation in Hip Hop’s chart performance, particularly as evidenced by the Billboard Hot 100’s absence of a Rap song for over six decades. According to Rogan, the agency had previously funded ‘radical, anti-government rappers overseas’ as part of a strategy to influence political change, a claim corroborated by Secretary of State Marco Rubio’s March 2025 announcement of the cancellation of over 80% of USAID programs. This action, involving the folding of much of the agency’s remaining work into the State Department, had a significant impact on foreign-assistance programs across the globe, yet no concrete evidence has emerged connecting these cuts to Hip Hop’s Billboard chart woes. However, industry analysts point to a longer-term trend: a shift in the genre’s market share relative to its peak dominance in the late 2010s and early 2020s. Country music’s current Hot 100 strength, exemplified by Ella Langley’s ‘Choosin’ Texas’ at No. 1, has significantly altered the landscape, creating a noticeable contrast with the Hip Hop’s diminished position. Rogan’s theory – that USAID’s involvement with foreign artists doesn’t indicate a propping-up of American Hip Hop, rather a dismantling of its market share – remains largely unsupported by evidence and is a significant point of contention within the Hip Hop community. The debate underscores a potential shift in the industry’s perception of its economic influence and the role of foreign aid, with Rogan’s hypothesis prompting a critical examination of the agency’s impact on the genre’s trajectory. Further investigation into the specific programs impacted by USAID’s cancellation is warranted to determine the extent of its influence on Hip Hop’s commercial performance.
