The Ghana Gold Board (GoldBod) is poised to implement a groundbreaking self-financing model, a significant departure from traditional financing arrangements with the Bank of Ghana, as announced by CEO Sammy Gyamfi. This pivotal shift, outlined in the GoldBod Act, aims to grant GoldBod the autonomy to fund its operations independently, effectively reducing its reliance on direct BoG financing. The Chief Executive Officer, Sammy Gyamfi, stated that the new model is designed to facilitate the state-owned gold trading institution’s ability to finance its activities without directly triggering the Central Bank’s involvement. He explained that under this framework, GoldBod will collaborate with commercial banks and gold offtakers to mobilize the necessary funds for gold purchases, a fundamental shift from GoldBod’s previous relationship with the Bank of Ghana, which provided financial resources through the Domestic Purchase Programme. Specifically, GoldBod will be expected to establish partnerships with financial institutions and international buyers to secure liquidity for its operations. This new arrangement is intended to create a financing cycle that allows GoldBod to access funds for purchasing gold, aggregating supplies, and selling to approved off-takers, with the resulting proceeds supporting its subsequent activities. Mr. Gyamfi emphasized that this move is crucial for GoldBod’s financial sustainability and commercial viability. The Bank of Ghana has, until March this year, been actively involved in financing arrangements linked to the government’s gold purchase program. However, the new framework seeks to place greater responsibility on GoldBod to mobilize its own funding. Mr. Gyamfi noted that this distinction is particularly important in understanding the financing structure under the new GoldBod Act. Rather than solely relying on the central bank, GoldBod will be expected to establish relationships with financial institutions and international buyers capable of providing the liquidity needed for its operations. This could also encourage greater participation by commercial banks in Ghana’s gold sector, particularly in financing transactions involving licensed gold producers and aggregators. The model is intended to strengthen the country’s control over the gold trade, improve traceability, and ensure a more significant share of the value generated from Ghana’s gold remains within the formal economy. The new financing structure is part of a broader effort to position GoldBod as a commercially sustainable institution with a stronger role in Ghana’s gold value chain. GoldBod is mandated to purchase, aggregate, and trade gold produced in Ghana, including gold sourced from the small-scale mining sector. Its expanded role is intended to strengthen Ghana’s control over the gold trade, improve traceability, and ensure a greater share of the value generated from Ghana’s gold remains within the formal economy. According to the CEO, GoldBod’s engagement with commercial banks and offtakers would be central to the success of the new model. Banks could provide short- and medium-term financing to support gold purchases, while offtakers could commit funds based on agreed supply and purchase arrangements. This structure would allow GoldBod to mobilize capital without directly relying on government funds or the Bank of Ghana’s balance sheet. It would also tie financing more closely to GoldBod’s underlying commercial activities and cash flows.
