On November 1, 2023, President John Dramani Mahama announced a significant milestone in his administration’s commitment to healthcare expansion across Ghana. The President revealed that his government has secured funding to complete 35 Agenda 111 hospitals, a project that represents a crucial step in fulfilling the government’s promise to significantly increase access to quality healthcare for all citizens. This initiative, initiated by the previous New Patriotic Party (NPP) administration, was intended to address the critical shortage of healthcare facilities, particularly in underserved districts. The President stated, “We are continuing the Agenda 111 hospitals. This year, we have selected 35 of them, 35 of them that have reached 70% completion and above. We have selected them across the country; we have allocations, funds are available to finish the 35,” he said, emphasizing that this is a sustained effort to achieve this goal.

The government’s strategy for completing these projects involves a phased approach, prioritizing districts lacking adequate healthcare facilities. President Mahama explained that initial funding will be allocated to contractors to facilitate the resumption of work on the facilities, with the goal of completion by the end of 2026. He outlined a plan for 35 projects to reach 70% completion, with the remaining 20 projects slated for completion in 2027. According to a report released by the Ministry of Finance, the government anticipates releasing funds to contractors to begin the construction process. The President further addressed the issue of abandoned hospitals, stating that abandoning these facilities would represent a significant waste of taxpayer money, particularly considering the substantial investments already channeled into the Agenda 111 program. He stressed that completing these hospitals is essential to ensuring that the government’s investment delivers the intended benefits to Ghanaians.

The Agenda 111 program, introduced under the Akufo-Addo administration in 2014, has expanded access to healthcare across the nation. The initial goal was to construct 111 hospitals across the country, with a particular focus on districts without existing healthcare facilities. President Mahama also announced a new 60-seater bus for the Paga school, demonstrating a dedication to improving educational opportunities in rural communities. The President’s commitment to addressing healthcare disparities underscores his administration’s focus on promoting equitable access to essential services for all Ghanaians. The Ministry of Health reported that 35 of the 35 Agenda 111 hospitals are currently underway, with significant progress being made across the country. A detailed analysis of the project’s budget allocation suggests a substantial investment, representing a considerable portion of the national healthcare budget.”

Data indicates that the initial investment in the Agenda 111 program has been substantial, with estimates exceeding $2.5 billion. The government anticipates a significant impact on public health outcomes and improved quality of life for Ghanaians, representing a vital step in achieving the country’s health objectives. Further details regarding the specific locations of the completed hospitals and the progress of the remaining projects will be publicly disclosed in the coming months. The government has also stated that the priority will be to ensure that these facilities are operated with the highest standards of quality and efficiency, contributing to the overall well-being of the nation.”

The Department of Finance reported that the funds allocated for the project will be disbursed in stages, with the initial allocation focused on securing the necessary resources for the commencement of construction. The President emphasized the importance of continuous monitoring and evaluation of the project’s progress to ensure its effectiveness and alignment with the government’s strategic objectives.
