The situation in Tema is currently fraught with tension as the Tema Metropolitan Assembly (TMA) and TDC Ghana Limited are locked in a dispute concerning the execution of a significant government housing project in the metropolis. This conflict has escalated dramatically on Wednesday, August 12th, when the TMA, led by Metropolitan Chief Executive (MCE) Ebi Bright, allegedly initiated a halt and destruction of portions of the ongoing project at Site 3 in Community One, a key component of the TDC-led government housing initiative.

The TMA’s action follows a directive issued to TDC Ghana Limited to halt construction and produce the requisite statutory permits for the project. This directive was issued following a letter dated August 10, 2026, from the TMA, accompanied by an Enforcement Notice, detailing the TMA’s assertion that TDC Ghana Limited is developing the site on an unauthorized space designated for public use. The TMA cites Section 91 of the Local Governance Act, 2016, alongside Sections 113, 117, 118, 119, 120, 121, 160, and 161 of the Land Use and Spatial Planning Act, 2016, and the TMA By-Laws, 2018, as justification for this action. The TMA further stated that unauthorized development is a violation of local governance principles.

The TMA’s accusation was supported by a letter from the TMA’s legal team, outlining the potential consequences of TDC Ghana Limited’s actions, including a seven-day ultimatum to cease work and the provision of all statutory permits. Failure to comply within this timeframe would trigger the Assembly’s enforcement powers, potentially leading to the halting of the project. However, TDC Ghana Limited responded on August 11th, pushing back against the TMA’s stance, arguing that the TMA’s posture is inconsistent with long-standing institutional arrangements between the two entities governing the execution of government projects in the metropolitan area. The TDC Ghana Limited indicated they would escalate the matter to the relevant statutory bodies for an amicable ‘inter-institutional’ resolution of the concerns raised by the Assembly.

Before the seven-day ultimatum could expire, the TMA initiated a rapid response, moving in on the morning of Wednesday, August 12th. The MCE, accompanied by police officers and Assembly staff, stormed the project site and ordered an immediate halt to construction. This intervention effectively brought the government project to a standstill. The project, being executed by TDC Ghana Limited on behalf of the Government of Ghana at Community One, Site 3, Lots 1 and 2, involves the construction of shops and office spaces. At the time of the Assembly’s intervention, the development was still at the setting-out and site-clearing stage. The latest confrontation has raised concerns about the dynamic relationship between the TMA and TDC Ghana Limited, and whether this dispute could potentially derail the government’s planned development initiatives for the area. The broader question now remains whether this standoff will be settled through an inter-institutional process or escalate into a more significant and potentially contentious turf war between the TMA and TDC Ghana Limited.

This situation has significant implications for the region as it raises questions about the continued governance of these critical infrastructure projects, and the potential impact on the local economy.
