Germany’s Foreign Minister, Johann Wadephul, and Russian Foreign Minister Sergey Lavrov held a rare and crucial meeting on Saturday, the first such discussion since Russia’s 2022 invasion of Ukraine, in New York. The meeting, initiated by the German side following a request from the Russian Foreign Ministry, was a direct response to the escalating tensions between Berlin and Moscow. The discussions centered on a range of issues, with the ministers emphasizing the need for a return to diplomatic engagement following the previous, frozen relationship.

The meeting, which preceded Lavrov’s address to world leaders, began with a discussion of Germany’s concerns regarding Russia’s ‘dangerous path of escalation’ with Europe and NATO. According to Russian sources, Zakharova, the Russian Foreign Minister, conveyed that Germany’s ambition extended beyond simply being a military power in Europe, highlighting a strategic shift in Russian policy. Lavrov subsequently outlined Russia’s objectives, including a desire to be a leading military force in Europe and to actively participate in European security architecture.

During the meeting, Wadephul urged Lavrov to ‘do everything possible to reach an agreement on grain exports via the Black Sea’, a request that was relayed to the German delegation. The meeting was overshadowed by ongoing diplomatic efforts to revive Russia’s Black Sea grain and energy exports, which have been severely disrupted by attacks on vessels and port infrastructure. European countries have expressed concern over Russia’s actions, noting a sustained pattern of drone incursions near airports, military bases, and critical infrastructure across the continent over the past year. Following his UN speech, Lavrov stated that he had received no new insights from the German counterpart, suggesting a continuation of the previous discussions.

The ministers also addressed concerns about bilateral ties and the war in Ukraine, with Wadephul emphasizing Germany’s position on Russia’s aggression against Ukraine and a call for an immediate ceasefire, with a focus on grain exports and energy infrastructure. Kyiv has expressed its openness to agreements and has condemned the war as a violation of international law. Wadephul subsequently notified his European allies of the meeting following the discussion, reiterating Germany’s stance on Russia’s war of aggression and a demand for a ceasefire.

The meeting occurred amidst a broader diplomatic effort to attempt to revitalize Russia and Ukraine’s Black Sea grain and energy exports, which have been restricted by attacks on vessels and port infrastructure. Lavrov’s statement indicated that Russia had been engaged in talks with India, Egypt, and Turkey regarding the safe navigation of the Black Sea, suggesting a desire for alternative solutions to the challenges facing the region. The context of the meeting underscores the deep-seated mistrust and strategic competition between Germany and Russia, and the ongoing efforts to manage the consequences of the conflict in Ukraine. The United States has expressed concerns regarding Russia’s actions, while Russia maintains that its actions are justified as a response to Western aggression.
