The Driver and Vehicle Licensing Authority (DVLA) has enacted a significant modification to Ghana’s road traffic regulations, altering a core practice concerning vehicle registration numbers. The new law, codified in the Road Traffic (Amendment) Act, 2025 (Act 1153) and the Road Traffic Regulations, 2026 (L.I. 2519), introduces a fundamental shift in how vehicle ownership is managed. Under the revised framework, registration numbers will remain exclusively associated with the original owner, effectively eliminating the possibility of transferring ownership to subsequent vehicles. This change represents a substantial overhaul of the existing system, aiming to enhance the DVLA’s ability to maintain an accurate and comprehensive database of registered vehicles across the country. The law mandates that retained registration numbers will be withdrawn and reassigned if the owner fails to utilize them within five years, as stipulated by the regulations.
