Lawyer, activist, and academic Oliver Barker-Vormawor has been formally appointed Secretary of the 11-member Constitution Review Implementation Committee (CRIC), a pivotal step in Ghana’s ongoing constitutional review process, inaugurated by Attorney General and Minister of Justice, Dr Dominic Akuritinga Ayine. This appointment marks a significant shift in the government’s commitment to a transparent and inclusive framework for implementing Ghana’s constitutional proposals, reflecting the aspirations of the Ghanaian people and strengthening democratic governance. The CRIC’s mandate, as detailed in a press release issued by the Ministry of Justice, is to examine the government’s position paper alongside the recommendations of the Constitution Review Committee and develop a comprehensive framework for implementing these proposals, a crucial element of the next phase of the constitutional review process.
This committee, comprised of a diverse group of experts, represents a substantial effort to ensure that the proposed constitutional amendments genuinely address the needs and concerns of the nation. Oliver Barker-Vormawor, a veteran of the Ghanaian legal and activist landscape, brings a unique blend of experience and expertise to this critical role. His career has spanned several key areas, including governance advisory roles with extensive legal and policy experience across Ghana, extending to other African nations, the United States, and the United Nations system. Prior to this appointment, Mr. Barker-Vormawor held several prominent positions within the Ghanaian government, the private sector, and international organizations. He served as a diplomat in Ghana’s Foreign Service, Senior Legal and Policy Officer at the Office of the President, Judicial Fellow to the Vice President of the International Court of Justice, and Legal Officer at the United Nations Headquarters in New York. Furthermore, he played a crucial role as Global Law and Policy Advisor at international law firm Covington & Burling LLP in Washington, DC, where he specialized in advising on international governance frameworks.
The CRIC was established in January 2010, initially tasked with assessing the strengths and weaknesses of the 1992 Constitution and formulating recommendations for possible amendments. The commission’s work earned him an award for ‘Extra-Ordinary Services as Researcher to the Constitution Review Commission,’ highlighting his significant contributions to the constitutional reform process. His prior tenure as a Constitutional Researcher and Access to Justice Advisor to Ghana’s Constitution Review Commission provided him with invaluable insights into the intricacies of the constitutional review process. His doctoral research, currently underway at Cambridge-Africa University, focuses specifically on global governance and international law, with a particular emphasis on the participation of developing countries in global governance frameworks. Specifically, his research aims to explore ways of strengthening the position of developing countries within these global governance structures. As Secretary of the CRIC, Mr. Barker-Vormawor will oversee the implementation of these proposed reforms, working closely with Presidential Legal Counsel Marietta Agyeiwaa Brew, the head of the committee, to translate the accepted constitutional reform proposals into a practical implementation framework. The committee’s work is expected to have a substantial impact on Ghana’s constitutional future, solidifying the government’s commitment to democratic governance and the nation’s ongoing constitutional review.
