The Accra Metropolitan Assembly (AMA) has issued arrests following a recent enforcement exercise focused on curbing unauthorized fare increases within the Central Business District (CBD) of Accra. The initiative, initiated by Accra Mayor Michael Kpakpo Allotey, aims to safeguard passenger rights and ensure compliance with established transport regulations. The operation, which concluded on Tuesday, August 25th, 2026, between 5 p.m. and 7 p.m., targeted six commercial transport operators, primarily comprising three drivers and three bus conductors, commonly referred to as ‘mates.’

According to the AMA, the operators were accused of charging passengers traveling along the Awoshie, Kasoa, and Madina routes fares exceeding officially approved rates. This blatant disregard for established fare structures has been a persistent concern within the area, prompting the Assembly’s proactive approach.

The arrests follow a prior warning issued by Accra Mayor Kpakpo Allotey, emphasizing the importance of adhering to approved transport fares and avoiding arbitrary charges. The AMA’s legal framework explicitly prohibits commercial operators from charging passengers beyond the rates stipulated in consultation with major transport unions. This provision is designed to maintain a fair and transparent transport system for the city’s residents.

The by-laws governing these operators are particularly stringent. Specifically, section 19(f) and 19(d) of the AMA (Operation of Commercial Vehicles) By-laws, 2017, clearly outline a prohibition on fares exceeding the approved rates, and the drivers are strictly prohibited from stopping passengers midway through a journey to charge separate fares. This practice, the AMA asserts, creates a frustrating and potentially unsafe situation for passengers.

The six arrested individuals include Joseph Bonney, Francis Morgah, and Foster Osei. The three ‘mates,’ Benjamin Ofori Atta, Emmanuel Aduafo, and Emmanuel Paa Ekow Amissah, are also facing charges related to the alleged infractions. The enforcement exercise, a significant component of the AMA’s ongoing efforts to ensure passenger safety and protect against unfair charges, represents a targeted response to a recurring issue within the CBD. The AMAs stated that this initiative is a crucial step in maintaining order and upholding the rights of commuters. The exact figures of the revenue lost due to these violations are currently under investigation, but the AMA has indicated a commitment to addressing the issue and implementing stricter measures to prevent future unauthorized increases.

Further details regarding the specific fare discrepancies and the extent of the damage to passenger trust are expected to be released in the coming days as the investigation progresses. The authority also has stated that it will be increasing monitoring of transport services within the city to ensure full compliance with the regulatory framework.
