The Ghanaian government’s Blue Water Guards programme, established with the aim of combating illegal mining and safeguarding Ghana’s rivers and water bodies, is facing mounting criticism from Member of Parliament (MP) Akwasi Konadu, who argues it is a failed initiative leading to negative consequences. Konadu, speaking on his social media platforms, expressed significant concerns regarding the recent arrests at Manso Adubia, where nine Blue Water Guards were apprehended for alleged bribery and impersonation of National Anti-Illegal Mining Operations Secretariat (NAIMOS) personnel. This incident, he contends, is not an isolated disciplinary matter but rather a symptom of broader systemic issues with the programme’s design, supervision, and accountability.

Konadu directly challenged the government’s approach, asserting that the situation highlights fundamental weaknesses within the Blue Water Guards programme. He stated that the arrest, while a disciplinary action, is a significant failure of institutional design, supervision, and accountability. The programme, according to Konadu, was initially conceived as a vital tool to protect Ghana’s precious natural resources, particularly its rivers and water systems from the detrimental effects of illegal mining. The government’s current strategy, he argued, is failing to achieve its objectives.

He questioned the government’s continued scrutiny of the Blue Water Guards, despite previous warnings about their vulnerability to inducements from illegal miners. Konadu emphasized the need for a comprehensive and independent audit of the programme, demanding a detailed examination of recruitment processes, supervision structures, operational mandates, disciplinary procedures, and expenditure. Specifically, he requested that the success of the programme be measured not solely by the number of personnel recruited but by tangible environmental improvements – specifically, the reduction in river pollution, the preservation of forest ecosystems, and the displacement of illegal mining activities from vulnerable communities.

The Manhyia North MP further highlighted that the current approach lacks a clear path to establishing meaningful impact. ‘You cannot measure the success of an anti-galamsey programme by the number of people recruited,’ he said, stressing the importance of focusing on measurable outcomes such as environmental restoration and community protection. The recent announcement regarding the upcoming 2027 African Union (AU) summit, which has been linked to the government’s focus on resource management, underscores the importance of this issue. Konadu’s criticism underlines a growing debate within Ghana regarding the effectiveness of the Blue Water Guards programme and the need for a more robust and accountable approach to protecting Ghana’s natural heritage.

According to a report by the Adom Online, the government has responded to the criticism by stating that the arrests were a result of a thorough investigation and that the Blue Water Guards are being offered support and training to improve their effectiveness. However, the MP remains unconvinced, continuing to advocate for a critical assessment of the programme’s effectiveness and accountability.

The government’s stated intention is to implement a new strategy focusing on environmental monitoring and enforcement, a move that will undoubtedly be subject to scrutiny and debate. The debate surrounding the Blue Water Guards programme demonstrates a growing tension between protecting natural resources and ensuring effective law enforcement in the face of persistent illegal mining activities. The long-term consequences of this situation remain to be seen, but it highlights a critical challenge for the Ghanaian government.”
