Speaker of Parliament, Alban Bagbin, has signaled his intention to admit the Minority’s motion concerning the reported losses under the Domestic Gold Purchase Programme (DGPP), but has explicitly stated that the debate will only occur after a recall of Parliament, a move that has ignited considerable controversy within the parliamentary arena and raised questions about the timing of the crucial inquiry.

Bagbin’s statement, delivered during a parliamentary emergency sitting, reveals a deliberate delay. He stated that the motion, received on August 21st, had been personally reviewed and would be admitted to allow Parliament to thoroughly examine the claims surrounding the reported losses. He emphasized that the debate cannot be extended beyond the current emergency session, a point repeatedly underscored by the Minority Leader, Alexander Afenyo-Markin.

Mr. Bagbin explained that the motion, filed by the minority leader, was received shortly after the House was recalled specifically to consider three business items outlined by President Mahama. He further clarified that the House’s recall was triggered by the DGPP’s reported losses, a matter that underscores the importance of this parliamentary debate.

In response to concerns raised by the Minority Leader, Afenyo-Markin, who highlighted the potential for illegal mining to contribute to the overall impact of the DGPP, Bagbin stressed that the motion could not be considered during the current one-week session. He reiterated that the House’s recess had been specifically designated for this matter, and that any deliberations or debates would be limited to the business items initially requested by the President.

Speaker Bagbin defended the principle of transparency in handling the GoldBod controversy, asserting that Parliament should not be prevented from examining the matter. He acknowledged the willingness of both sides to engage and explain their positions, suggesting that the Speaker’s directive underscores the need for a thorough and impartial investigation into the allegations. The Speaker indicated that a recall could occur within three to four days, but stressed that it would not be invoked for the GoldBod motion during the current session, acknowledging the need to prioritize the immediate examination of the matter.

Furthermore, the Speaker emphasized that the House’s Standing Orders provide a mechanism for MPs to request a recall when the House is on recess, outlining the specific procedure for this request, including consultation with the House leadership. This underscores the framework governing parliamentary proceedings and ensures continuity of the legislative process, while maintaining a balance between the need for accountability and the efficient management of parliamentary business.
