The diplomatic landscape between Bangladesh and India has taken a significant turn, with Prime Minister Tarique Rahman’s first trip to India significantly stalled. This development, stemming from the July 2024 student-led uprising that ousted Prime Minister Sheikh Hasina, is triggering a complex series of escalating tensions, raising concerns about the future of their bilateral relationship. Since coming to power in February, Rahman – the son of Hasina’s archrival, Khaleda Zia – has strategically aimed to bolster ties with India, a move that has been met with considerable friction. The August 5 press conference conducted by Hasina, residing in exile in India, has been interpreted by Bangladesh as a ‘vitiated’ atmosphere, demanding a ‘propitious environment’ for Rahman’s visit. The Bangladeshi Foreign Ministry stated that the press conference “vitiated” the relationship, urging Rahman to ‘forget the past’ and ‘move on,’ a reference to Hasina’s exile. For now, Rahman’s trip appears uncertain, with Bangladesh’s Foreign Ministry asserting officials have been engaged in ‘several weeks’ of talks to resolve the situation. The situation is further complicated by a recent clarification from India that it had nothing to do with the press conference, though this has been largely disregarded by both sides. The situation is being heavily scrutinized by analysts, with New Delhi extending an invitation to Rahman for a stand-alone visit to India, a move that has been viewed as a significant provocation by Bangladesh. The BRICS summit, a grouping of major emerging economies chaired by India, is also scheduled for this month, adding to the diplomatic turbulence. Last Tuesday, Trivedi, India’s envoy to Dhaka, appealed to Rahman’s government, arguing that the Indian mission was not asking Dhaka to ‘forget the past’ – a direct reference to Hasina’s exile. This appeal, delivered at a reception hosted by the Indian High Commission in Dhaka, has been interpreted as a deliberate attempt to undermine Rahman’s visit. India has reiterated its commitment to ‘pursuing ‘Bangladesh First’ policy’ – a principle that prioritizes friendly relations with other countries – but the situation is complicating this strategy. The root of the issue lies in the perceived interference of New Delhi in Bangladesh’s internal affairs, following Hasina’s virtual addressing of a press conference at the Foreign Correspondents’ Club in New Delhi on August 5th, marking two years of her ouster. India has also been deporting undocumented Bangladeshi immigrants across its borders, intensifying the political and security tensions. Bangladesh has expressed its displeasure with India for hosting Rahman, accusing New Delhi of pushing people into Bangladesh without proper diplomatic verification. Furthermore, India’s Hindu nationalist government’s push to fence the border with Bangladesh has created further friction, with anti-Bangladesh rhetoric from ruling party officials intensifying. The situation is also being influenced by domestic political considerations in Bangladesh, where the government is reportedly prioritizing its relationship with India, which is viewed as a key strategic partner. Analysts suggest that the relationship between India and Bangladesh is constrained by their domestic politics, particularly in Dhaka, where the government has been seeking to bolster its ties with the US, China, and Pakistan. The situation is being further complicated by a contentious issue regarding the Mecca defence pact, with both countries concerned about maintaining a productive relationship. The South Asian neighbours are also grappling with the implications of Hasina’s extradition request, which is a major source of tension. India’s focus on the ‘Bangladesh First’ policy has been challenged, with some analysts arguing that New Delhi needs to move beyond this approach and engage in genuine dialogue. The initial warmth between the two countries has diminished, and the passage of time is not expected to improve the situation. The political landscape in Bangladesh is also contributing to the difficulties, with domestic political considerations influencing foreign policy decisions, particularly in Dhaka. The government’s desire to prioritize the relationship with India over the complexities of the situation is further complicating the picture. The situation highlights the challenges of managing relations between two powerful neighbors, with the potential for further escalation remaining a significant concern.
