The Driver and Vehicle Licensing Authority (DVLA) is embarking on a significant transformation of its licensing operations, announcing a plan to decentralise the printing of driver’s licences across the nation. This initiative, spearheaded by the DVLA Chief Executive, Julius Neequaye Kotey, aims to dramatically reduce the lengthy delays currently experienced by applicants, a problem exacerbated by the current reliance on a single headquarters printing facility.

The current system, which involves two machines at the DVLA headquarters – Amrahia, Adenta – responsible for printing licences for the entire country, has resulted in significant delays. According to the DVLA, motorists have reported waiting up to a year for their cards, a situation that has caused considerable frustration and economic hardship.

Kotey revealed that the decentralisation will empower selected DVLA offices to produce licences locally, effectively shifting the printing process away from the central headquarters. Initially, the new system will focus solely on replacement licences for expired six-year driving permits.

He clarified that motorists renewing expired licenses would receive immediate replacement cards, a key element of the transition. The process for new licence applications will still require a mandatory three-month waiting period, a requirement that aligns with international licensing standards and is not exclusive to Ghana.

Furthermore, Kotey explained that the move is intended to eliminate the prolonged delays that have been impacting the driving community. The DVLA anticipates a phased rollout of the new system, with progressively increased printing capacity across its offices as part of a broader strategy to enhance service delivery and significantly reduce waiting times.

This initiative comes amidst a GHS-launched strategic document focused on strengthening Ghana’s public health emergency response, specifically a police investigation into a GH¢1.1 million fraud scheme involving the illicit trade of fake gold. The investigation, which is currently underway, has led to the arrest of a suspect.

The DVLA’s decision to decentralise is a response to mounting pressure for improved service delivery and a commitment to modernising its operations, recognizing the potential for increased efficiency and responsiveness to applicant needs. The long-term goal is to create a more streamlined and accessible licensing process, benefiting both drivers and the economy as a whole.
