Richard Masters, Premier League chief executive, has sharply criticized FIFA president Gianni Infantino’s proposed World Cup sales plan, calling it a ‘self-destruct button’ for the tournament’s commercial and ticketing rights. Infantino is under pressure to create a new company to manage all Fifa competitions, with 21% of revenues slated for private investment.

Following widespread criticism from confederations, including UEFA, Masters backed the English Football Association’s withdrawal of support for Infantino and urged for a new candidate to unify football. The English Football Association has threatened a boycott of all Fifa competitions, leading to the formation of a 18 November deadline for a new candidate.

Masters highlighted the controversy surrounding the FFE proposal, a proposed new entity to manage all Fifa’s commercial and ticketing rights, stating that it’s a problem of Fifa’s making. He expressed a hope for a ‘unity candidate’ who could bring together all federations to work together to improve the game.

Masters stated that this is a ‘bad idea’ and that the FA have taken the right position regarding Gianni [Infantino]. He also expressed concern about the lack of a clear red card review process within FIFA, suggesting it would have been a better way to handle breaches.

In an interview, Masters acknowledged the recent World Cup in North America saw Spain beat Argentina in the final to win the tournament, however, it was a competition not without controversy, with one of the biggest issues surrounding the supension of a red card to USA striker Balogun.

He noted that the punishment received by Chelsea was too lenient, particularly when Everton and Nottingham Forest both received points deductions in 2024 for breaching rules relating to payments to agents between 2009 and 2022. The punishment, overseen by a commission, was deemed to take ‘longer than expected,’ with Masters stating that the decision was a ‘best course of action’ for the league.

Masters also commented on the ruling from the independent commission regarding FIFA’s fate after the 100 breaches of the Premier League’s financial rules following a four-year investigation. The commission has yet to publish a ruling, after a year and a half, and City have always denied wrongdoing.

The Premier League is seeing a ‘changing of the guard’ with a record number of nine new permanent managers starting the campaign, including Mikel Arteta, Enzo Maresca, Andoni Iraola, and Xabi Alonso. The club’s ownership structure has also shifted, with Todd Boehly and Clearlake Capital purchasing Chelsea, Liverpool, and Chelsea, respectively, and the United States losing a match against Belgium.

Last month, Chelsea were fined £10m and given a suspended ban from registering new players for two transfer windows for breaching rules relating to payments to agents between 2009 and 2022. The punishment received some criticism for being too lenient, particularly when Everton and Nottingham Forest both received points deductions in 2024 for breaching rules relating to payments to agents between 2009 and 2022. The commission has been reviewing the evidence, but it’s yet to publish a ruling.

Masters concluded that the Premier League is still the ‘desired destination’ for players, and that the results of the Premier League are still impressive. He also added that the Premier League is a ‘competition’ and not just a ‘struggle’.”
