The Ghana Meteorological Agency (GMet) has issued a formal demand for over GH¢50 million in statutory payments from the Ghana Civil Aviation Authority (GCAA), a matter that has ignited considerable debate and raised concerns regarding the agency’s financial stability and the accuracy of its statutory obligations. This demand, outlined in a letter from Director-General Dr Eric Asuman, signals a protracted dispute with roots stretching back to March 2026, when the GCAA agreed to settle outstanding payments through a formal agreement. The crux of the issue centers on the GMet’s assertion that the GCAA’s remit of 10% of en-route, overflight, and landing fees to the agency is not being accurately accounted for, a situation exacerbated by the agency’s lack of independent verification of flight data utilized to determine these statutory payments. The GCAA, in turn, is facing a challenge in obtaining the necessary flight data for GMet’s accurate calculation of its share, a predicament that has been amplified by a significant delay in the receipt of GMeT’s contribution to the agency’s fund, according to the Director-General’s statement. The GMet’s assertion that repeated attempts to gain access to the GCAA’s flight database have yielded inconclusive results underscores the difficulty in establishing a reliable and verifiable source for the agency’s statutory share. The dispute has not only persisted for years but has also garnered attention from Parliament’s Select Committee, further highlighting the gravity of the situation. Dr. Asuman stressed that the agency’s financial strain stems from a critical need to bolster its weather forecasting, aviation meteorology, and related services, essential for national development.
