The Ghana Gold Board (GoldBod) Chief Executive Officer, Sammy Gyamfi, has delivered a powerful and urgent message at the National Mining Dialogue in Accra, advocating for a fundamental shift in the relationship between mining communities and the resources they extract. The CEO’s call for treating communities as economic shareholders, rather than simply land donors, represents a critical juncture in Ghana’s mining landscape, one fraught with decades of uneven development and persistent social challenges.

For over a century, mining has been a cornerstone of Ghana’s economy, and yet, communities dependent on gold extraction continue to grapple with profound issues of poverty, inadequate infrastructure, and limited opportunities. The GoldBod CEO’s assertion that ‘mining communities must no longer be treated as land donors’ is not simply a symbolic gesture; it’s a call for systemic change. He highlights a persistent pattern of neglect, emphasizing that the very foundation of these communities – their land – is being exploited rather than fostered.

The core of Gyamfi’s argument centers on the imperative for greater local ownership and economic diversification. He advocates for a paradigm shift where mining communities are actively involved in the entire value chain, from extraction to refinement and processing. This includes initiatives like ‘owning more, refining more, processing more, fabricating more, retaining more,’ a potent metaphor emphasizing the need for a more robust and sustainable model.

The ramifications of this shift extend far beyond simply increasing revenue for the state. The GoldBod CEO stresses that without genuine community ownership, mining’s social license – the trust and support of the populace – is inherently compromised. ‘Production without ownership is limited. Production without value addition is leakage,’ he explains, directly challenging the current system that allows wealth to flow out of communities.

The discussion surrounding community transformation has been a central theme throughout the dialogue. Sammy Gyamfi points to the failure of traditional mining models, arguing that Ghana must prioritize retaining more of the wealth generated from its mineral resources within the communities themselves. He views current practices as a ‘broken social contract’ and a failure to recognize the crucial role of local economic empowerment.

The government’s recent focus on ‘retaining more’ – a phrase frequently referenced by Gyamfi – represents a crucial step in this direction. It suggests a move away from a system where wealth is primarily extracted and controlled by external entities, towards a model where communities benefit directly from the resources they extract. The GoldBod CEO stresses that this requires a significant re-evaluation of the governance and regulatory framework surrounding mining operations. The potential for increased revenue streams, through direct investment and value-added activities, is a key motivator for this transformation.

The dialogue underscores a growing recognition within Ghana’s mining sector – and increasingly within the government – that simply extracting gold is insufficient. It demands a fundamental restructuring of the relationship between the state, mining companies, and the communities that depend on these resources. The GoldBod CEO’s call for economic equity represents a critical turning point in Ghana’s mining future – a future where communities are empowered to thrive alongside the gold that fuels the nation’s economy.

Statistical data reveals a concerning trend: despite decades of mining activity, poverty rates remain stubbornly high in many communities. The average annual GDP per capita in mining-dependent areas is significantly lower than the national average, demonstrating the urgent need for targeted interventions. Furthermore, the lack of access to clean water and improved healthcare facilities continues to pose significant challenges to community well-being. The Ghana Gold Board’s efforts are viewed as a vital component of a broader strategy to address these underlying societal issues.

The conversation at the National Mining Dialogue was a clear articulation of a need for a paradigm shift. It’s a call for a more inclusive and sustainable approach to mining, one that prioritizes the long-term well-being of the communities who depend on these vital resources. The implications of this transformation extend far beyond the immediate economic benefits, touching upon social justice, environmental sustainability, and the very fabric of Ghanaian society.”
