The Ghanaian government’s Strategic Directorate of Administration and Coordination of Finance (DACF) has recently faced a significant and increasingly scrutinized allocation of funds, with a substantial portion – more than half – reportedly being channeled towards activities outside the approved program. This development has ignited a firestorm of debate and raised serious questions regarding accountability and oversight within the DACF, a key instrument for managing public financial resources. The controversy centers around a recent audit and a subsequent allegation by Member of Parliament (MP), Samuel Kofi, that the Assembly, the legislative body responsible for overseeing the DACF, has authorized these unapproved expenditures.

The DACF, established in 2018, plays a vital role in guiding Ghana’s fiscal policy, coordinating various government agencies, and ensuring efficient allocation of public funds. Its primary mandate is to oversee the implementation of strategic initiatives designed to promote economic growth and development. However, the recent allegations suggest a potential lapse in oversight and a risk of misappropriation of funds, which could significantly impact the government’s overall fiscal health.

The crux of the issue lies in the fact that a significant portion of the 2025 DACF budget, amounting to approximately $75 million, has been earmarked for activities that have not been formally documented or approved by the DACF’s core team. MP Kofi, in a statement released on Tuesday, detailed this discrepancy, stating that ‘the Assembly, through a series of directives, has authorized payments to entities and projects that do not align with the DACF’s approved scope and objectives.’

According to a report commissioned by the Ghana Economic News Agency (GENA), the MP’s assertion is supported by preliminary data gathered from internal government documents. The report indicates that the DACF’s annual budget allocation for 2025 is currently $150 million, with the proposed allocation for unapproved activities representing a substantial 60% of that figure. This represents a deviation of over $30 million from the allocated budget, a figure that has prompted immediate investigation.

The Ministry of Finance has yet to issue a formal statement addressing the allegations, but sources within the Ministry suggest that they are taking the matter ‘very seriously’ and are launching a thorough review of the DACF’s operations.

The legal implications of this situation are considerable. Ghanaian law stipulates that public funds must be used for clearly defined purposes, and unauthorized spending constitutes a serious breach of public trust. The Assembly’s authorization, according to Kofi’s claims, is a critical element in this alleged violation, highlighting a potential conflict of interest and a lack of proper governance.

The parliamentary debate surrounding this matter has been escalating, with various committees within the House demanding a detailed audit of the DACF’s financial transactions. The Ghana Parliament has also requested an immediate investigation into the matter by an independent auditor.

In a televised interview, MP Kofi emphasized the need for transparency and accountability in the DACF’s operations. ‘We need to understand *why* these funds are being allocated without proper authorization,’ he stated. ‘The Assembly’s directive must be scrutinized, and the public must have access to the full details of this financial allocation. This is not simply a matter of misplaced funds; it’s a potential erosion of public trust and undermines the very foundation of good governance in Ghana.’

The initial reports suggest that the Assembly’s directive, which Kofi referenced, appears to have been issued with a vague and unexamined scope. The specific details of the approved activities remain unclear, fueling concerns about potential mismanagement or illicit diversion of funds. The potential ramifications for the economy and the credibility of the government are significant, demanding a swift and comprehensive response.

Further investigation into the DACF’s financial records is underway, with government officials emphasizing the importance of uncovering the full extent of the situation. Experts are also calling for a strengthening of oversight mechanisms within the DACF to prevent similar incidents from recurring in the future. The situation highlights a concerning trend within the public sector, raising questions about the effectiveness of oversight and accountability in managing state resources.
