Lebanon’s parliament has decisively voted to abolish capital punishment, a momentous occasion that marks a significant shift in the country’s legal landscape and positions it as the first nation in the Middle East to enact such a sweeping change. The vote, finalized Tuesday after extensive deliberations and amendments, signifies a bold move toward global human rights standards and a re-evaluation of the country’s approach to criminal justice.

The legislation, spearheaded by the speaker’s office, was the culmination of months of intense debate and negotiations within the parliament’s 128-member assembly. Key provisions of the new law involve replacing the death penalty with life imprisonment with aggravated hard labour, effectively eliminating the possibility of execution for most crimes.

Justice Minister Adel Nassar, who presided over the parliamentary session, lauded the decision as a “historic step” for Lebanon, emphasizing its profound implications for the nation’s trajectory. The decision stems from a protracted period of unofficial moratorium on executions, beginning in January 2004, with courts continuing to issue death sentences in numerous cases. Currently, Lebanon’s court system has issued over 85 death sentences since 2025, according to the Directorate of Prisons, reflecting the country’s ongoing challenges with its correctional system.

This move is being met with considerable acclaim from human rights organizations and international bodies, particularly from Amnesty International’s Middle East and North Africa director, Heba Morayef. The law’s implementation, however, remains somewhat uncertain. While the punishment of hard labour is explicitly outlined in Lebanese law, the specific terms and conditions of its application are currently unclear, sparking concerns among legal experts and civil society groups.

Furthermore, the abolition of the death penalty comes amidst a complex political context. Parliament also is currently debating a controversial general amnesty law, the largest since the end of Lebanon’s 15-year civil war in 1990. This law, which could potentially reduce sentences or even release individuals convicted of violence offenses, has drawn significant criticism from family members of Lebanese soldiers and servicemen killed in attacks, many of whom have repeatedly protested against the death penalty. These protests underscore the deep-seated emotional and social anxieties surrounding the death penalty within Lebanese society.

The debate surrounding the general amnesty law reflects broader concerns about Lebanon’s economic and institutional weaknesses, which are hindering its progress towards stability and reform. The country’s financial constraints and inadequate capacity within its prison system are creating a significant obstacle to the effective enforcement of the new law, raising questions about its long-term effectiveness.

The passage of this legislation is undoubtedly a pivotal moment for Lebanon, signaling a potential shift in its legal and political landscape and raising critical questions about the country’s future direction. The long-term consequences of this decision, particularly regarding the implementation of the new punishment and its impact on Lebanon’s social fabric, remain to be seen.
