The Ghana Scholarships Authority (GSA) has issued a crucial clarification regarding ‘No Objection’ letters issued to Ghanaian scholarship beneficiaries pursuing the UK’s Graduate Route program, addressing recent concerns about their potential impact on scholarship bonds. The GSA stated unequivocally that these letters did not cancel, waive, or alter existing scholarship obligations, a point that has been repeatedly emphasized in previous communications.

The Authority’s statement, released on Monday, August 10, 2026, details that the letters were initially intended to facilitate post-study professional experience for beneficiaries seeking to enhance their skills and gain work experience following completion of approved postgraduate studies under the UK’s two-year Graduate Route visa arrangement. This program is designed to foster Ghana’s human capital development, offering graduates opportunities for practical application of their knowledge.

However, the GSA clarified that issuing a ‘No Objection’ letter does not equate to a cancellation of any existing commitment within the scholarship bonds. The Authority emphasized that beneficiaries’ obligation to return to Ghana and fulfill the commitments outlined in their scholarship agreements remains firmly in place, unless explicitly and lawfully varied or set aside by the appropriate regulatory body. This remains consistent with the core principles of the Graduate Route program.

Furthermore, the GSA explained that the exercise of the Oath of Affirmation and Scholarship Validation is not intended to introduce new conditions into existing arrangements. Instead, it serves as a reaffirmation of the commitments made to beneficiaries when they initially received government sponsorship, ensuring continued support for Ghanaian scholars.

In a statement issued on Monday, GoldBod, the GSA’s CEO, highlighted that the exercise does not introduce new requirements, but rather seeks to reinforce existing commitments. The Authority stressed its commitment to engaging with affected beneficiaries respectfully, transparently, and in good faith, acknowledging the importance of their participation in the validation exercise.

The GSA has also urged all beneficiaries to actively participate in the validation process, assuring them of the Authority’s dedication to addressing their concerns with transparency and a collaborative approach. The Authority intends to ensure all beneficiaries have access to the necessary information and support to complete the process, emphasizing the importance of understanding their obligations and responsibilities.

Specifically, the GSA’s statement underscores the ongoing review of the Graduate Route program and its alignment with Ghana’s national development goals, solidifying its commitment to supporting Ghanaian talent through higher education abroad.

The Authority acknowledged that the ‘No Objection’ letters represent a significant part of their response to recent discussions regarding potential adjustments to the program and reiterated its dedication to maintaining a supportive environment for Ghanaian scholarship recipients. The statement reinforces the foundational principle of the Graduate Route – ensuring that the program continues to provide valuable opportunities for Ghanaian graduates while upholding the integrity of scholarship agreements.
