The IMF has indicated that when food prices surge due to conflict and other shocks, governments face tough choices to ensure food security for millions of people. The IMF’s assessment details that the food security of vulnerable households is under renewed pressure from a combination of factors. The possibility of a stronger or even ‘super’ El Niño has heightened concerns about food security in vulnerable agricultural regions. Simultaneously, an escalation of the war in the Middle East could disrupt fertilizer and energy supplies, increasing production costs for farmers, and potentially raising prices. Governments must act immediately, as food affordability is predominantly a socio-economic issue with a significant impact on income inequality and public health. Supporting vulnerable households may involve purchasing food, distributing food directly, or providing vouchers, but the optimal tool depends on the specific context. The IMF says policymakers should assess availability, affordability, market functioning, and administrative capacity when selecting a food assistance measure. A simple decision framework suggests a new IMF publication analyzes this challenge, providing practical guidance to governments opting for food assistance programs. The IMF recommends avoiding subsidies – if used – should be exceptional, temporary, transparent and tightly circumscribed. Countries should allow domestic prices to reflect international costs, while shielding vulnerable households and viable small businesses with temporary, targeted, and tailored fiscal measures. Furthermore, to manage crises effectively, governments should plan to transition from generalized food subsidies to more targeted and efficient assistance, supported by stronger administrative systems. To help governments act quickly before a food price surge occurs, they need to assess their food support systems, and plan to tend to both fiscal health and people’s health. By diagnosing problems before action, governments can choose the best policies to more efficiently protect their most vulnerable citizens, at the lowest cost.
