Ghana’s democratic system, enshrined in the 1992 Constitution, guarantees eligible citizens the right to vote, yet a persistent and escalating challenge – vote buying – threatens the integrity of electoral processes. A recent public dialogue, titled ‘Democracy Is Not For Sale,’ held at Adom Brands’ Ascension Hall in Koforidua, brought together stakeholders from various sectors to address this critical issue. The forum, orchestrated by Adom Brands in collaboration with the JoyNews Impact Makers Foundation, highlighted a worrying trend where the practice of offering and accepting bribes to influence electoral outcomes is becoming increasingly prevalent.

The discussion centered on the undermining of democratic principles. Eastern Regional Director of the National Commission for Civic Education (NCCE), Ophelia Nana Yaa Ankrah, stated unequivocally that the integrity of elections must be respected and upheld. She emphasized that the Constitution explicitly prohibits the offering or acceptance of bribes to influence electoral choices, a principle that has been a cornerstone of Ghana’s democratic evolution since its inception.

Speaking during the dialogue, Chief Investigator at the Commission on Human Rights and Administrative Justice (CHRAJ), George Adzovie, urged voters to critically assess candidates based on their leadership qualities, values, and integrity – rather than relying on monetary inducements. He pointed out that citizens often tolerate vote buying, despite existing legal frameworks and mechanisms designed to combat electoral offenses. He cautioned that this tolerance could embolden further instances of illegal activity, potentially jeopardizing the fairness of elections.

The concerns were amplified by Deputy Director of the Electoral Commission in the Eastern Region, Edward Gyamfi, who warned that sovereignty rests with the people and urged voters to exercise their power responsibly. He stressed the importance of accountability and transparency, highlighting that the current lack of decisive action against vote buying is a significant impediment to a healthy democracy.

However, the dialogue was punctuated by a notable silence from key figures – Presiding Member of the New Juaben South Municipal Assembly, Nana Yaw Debrah, acknowledged that distributing branded souvenirs during political campaigns should not automatically be considered vote buying. He explained that souvenirs can serve as a strategic component of a candidate’s branding and campaign strategy, emphasizing that democracy extends beyond elections to encompass fundamental rights like freedom of speech and movement.

Eastern Regional Director of the NCCE, Ophelia Nana Yaa Ankrah, underscored the importance of a proactive and unified response. She stated that the prevalence of vote buying poses a serious threat to public trust and the legitimacy of democratic processes. The stakeholders’ comments at Adom Brands’ dialogue served as a crucial reminder of the urgent need for a comprehensive strategy to combat vote buying. The dialogue highlighted the importance of strengthening electoral institutions, enhancing public awareness, and fostering a culture of integrity within the electoral process. Moving forward, stakeholders must collaborate to develop and implement effective measures that ensure the integrity and fairness of future elections in Ghana. The discussion underscores the critical role of civic engagement and a collective commitment to safeguarding the democratic foundation of the nation. Further analysis of the issue reveals a growing challenge that demands immediate attention. The situation demands a concerted effort to curb the influence of money in elections and restore public confidence in the electoral process. The conversation also suggests a need for greater transparency and accountability within electoral administration.
