India’s government has initiated a significant shift towards expanding the role of private companies within its defence sector, a move that simultaneously presents opportunities and challenges for the country’s strategic capabilities and international relations. Following approvals from Defence Minister Rajnath Singh, the Ministry of Defence has designated various conventional missile systems for transfer to private firms, marking a pivotal moment in India’s defence landscape. This transformation, driven by a desire to accelerate domestic production, bolster manufacturing capabilities, and reduce reliance on imports, has ignited considerable debate among experts and policymakers alike.

The core of the initiative centers on the transfer of technologies developed by the state-run Defence Research and Development Organisation (DRDO) to Indian industry for the production of domestically-manufactured missile systems. The Ministry of Defence stated that this move aims to transition from development to mass production, fostering a competitive environment and generating significant employment opportunities within the defence sector. Private companies will be permitted to compete for these technologies and production rights, subject to stringent technical qualifications, certifications, and regulatory oversight – a process that has been described as ‘competitive’ and requiring significant investment.

This shift isn’t merely a logistical adjustment; it represents a fundamental re-evaluation of India’s defence strategy, aiming to enhance its military capabilities while simultaneously navigating complex geopolitical considerations. India’s long-standing reliance on state-owned defence companies, particularly Bharat Dynamics, which holds a monopoly in missile production, is being challenged by this expanding private sector involvement. The government has explicitly emphasized the importance of fostering indigenous defence capabilities and incentivizing the development of advanced missile technologies, reflecting a broader national strategy to achieve ‘Atmanirbhar Bharat’ – self-reliant India.

The move is particularly noteworthy considering India’s recent military engagements, including the 2025 conflict with Pakistan, and the ongoing geopolitical rivalry with China. Analysts suggest that this decision is partly driven by a desire to enhance India’s defensive posture in a volatile international environment. The government has recently increased its defence budget, moving from $38 billion in 2014 to $86 billion in the current financial year, further emphasizing this strategic shift. However, the economic implications are complex, with concerns regarding potential technological gaps and the risk of dependence on foreign suppliers, particularly regarding missile technology.

Furthermore, the government’s intention to actively encourage the development of a wider defence industrial base, including the establishment of partnerships with both domestic and international firms, underscores the strategic importance of bolstering India’s defence capabilities. The government has allocated substantial funds to encourage the establishment of new facilities and the development of new technologies.

However, the extent to which private companies can effectively meet the stringent demands of the Indian military is a subject of considerable scrutiny. Critics argue that the move risks creating a competitive landscape with potentially lower security standards and a greater vulnerability to espionage. The government has emphasized that the private sector’s involvement is intended to enhance security, not compromise it. The transfer of technology to private firms will be accompanied by a considerable investment in infrastructure, technology, and personnel. The success of this transition will hinge on careful regulatory frameworks, robust security protocols, and a commitment to transparency – areas where the Indian private sector’s experience is currently limited.

Ramanathan, a research fellow at the Bengaluru-based Takshashila Institution, highlights that ‘the success or failure of this move will depend on how the Indian government places orders’. He also points out that the government is ‘trying to balance the need to encourage innovation with the need to maintain a robust defence capability’. The government has also emphasized the need for the private sector to demonstrate that it can meet the rigorous demands of the military.”

Despite the ambitious steps being taken, the Indian government acknowledges the need for a balanced approach, recognizing the importance of maintaining control over critical defence technologies and ensuring the security of its national interests. The move represents a significant shift in India’s defence strategy, with potential implications for its geopolitical position and its ability to deter potential adversaries.

Looking ahead, the government will likely continue to refine its approach to private sector involvement, balancing the benefits of competition with the need to safeguard national security and technological autonomy.
