An eight-month INTERPOL-led operation, dubbed Operation Jackal IV, has dramatically intensified efforts to dismantle organized crime networks within West Africa, resulting in a significant surge in arrests and the identification of 263 suspects across 22 nations. This multinational undertaking, which commenced in November 2025 and concluded in June 2026, specifically targeted money laundering networks and sophisticated cyber-enabled financial fraud, with a particular focus on the activities of West African criminal syndicates, notably Nigeria’s Black Axe. The operation’s scope was broad, encompassing a range of illicit activities, including romance scams, investment fraud, cryptocurrency schemes, and business email compromise – all of which represent a substantial portion of global cyber-enabled financial crimes.

Operation Jackal IV’s primary focus centered on dismantling networks implicated in these areas, including a significant number of individuals operating within South Africa, where INTERPOL facilitated a major raid in Johannesburg targeting a syndicate accused of perpetuating romance and investment scams targeting retirees in English-speaking countries. The raid led to the arrest of 39 individuals, resulting in the seizure of $2.67 million and the freezing of 257 bank accounts, demonstrating a substantial financial impact of the operation.

However, the investigation uncovered a worrying trend: the increasing utilization of sextortion by West African criminal groups, targeting minors, with some victims as young as 14. This aspect highlights a particularly disturbing shift in the methods employed by these criminal organizations, leveraging digital platforms and financial technologies to defraud victims and launder illicit proceeds.

Furthermore, the operation revealed a growing reliance on digital platforms and financial technologies, which investigators believe are central to the expansion of these criminal networks’ reach and influence. The operation’s success underscores the vital role of international collaboration in identifying suspects, disrupting criminal networks, and tracing illicit financial flows linked to organized crime.

The involvement of several African nations, including Côte d’Ivoire and Nigeria, alongside law enforcement agencies from other countries, underscores the scope of the operation. INTERPOL emphasized that this concerted effort represents a crucial step in combating organized crime and protecting financial stability across borders. The investigation has also highlighted the significant financial losses incurred by businesses and individuals due to these activities, further solidifying the urgency of the ongoing efforts.

The operation’s impact extends beyond arrests and seizures; it has served as a stark reminder of the evolving landscape of cybercrime and the increasing sophistication of criminal tactics. The data collected during the operation is expected to be used to inform future law enforcement strategies and intelligence gathering, ensuring that West Africa continues to be a focal point for combating organized crime.
