The Ghana National Education Campaign Coalition (GNECC) has issued a critical plea to the Ghana Education Service (GES) and school administrators, emphasizing the paramount importance of safeguarding children and preventing abuse within educational institutions. Addressing a growing concern, GNECC National Coordinator Bernice Mpere-Gyekye voiced strong calls for immediate implementation of robust safeguarding and child protection policies across all secondary schools nationwide. This comes amidst a disturbing surge in reported cases of sexual abuse and harassment, particularly within Senior High Schools, prompting widespread public outrage and renewed calls for stricter accountability within the education sector.

Ms. Mpere-Gyekye lamented the escalating situation, stating, ‘It’s worrying what’s happening in the schools now.’ Her statement underscores the gravity of the issue and the urgent need for proactive measures to protect vulnerable learners. The core principle, she reiterated, is that teachers and non-teaching staff are entrusted with the vital responsibility of safeguarding children, not to exploit them or engage in any form of abuse. This responsibility is enshrined in the legal framework and ethical guidelines governing education in Ghana.

In a recent interview with Adom TV, Ms. Mpere-Gyekye clarified the critical role of educators and support staff. She emphatically stated, ‘Teachers and staff are to protect children, not to abuse them.’ This message is a direct response to the recent scandals and allegations of misconduct involving teachers and students, a situation that has understandably fueled public anxiety and demands for decisive action. The GNECC is urging the Ministry of Education, the GES, and Boards of secondary schools to move beyond mere rhetoric and implement comprehensive, functional child protection and safeguarding policies. Specifically, this includes the establishment of clear reporting channels, readily accessible policies, and swift, proportionate sanctions for perpetrators of abuse.

The GNECC has also highlighted the current lack of clarity regarding policies within many schools, creating significant challenges for victims of abuse, hindering their ability to report incidents, and undermining the authority of investigations. The absence of a consistent and easily accessible framework for reporting and accountability is proving to be a major obstacle. Furthermore, the GNECC is advocating for increased training and deployment of trained teachers to private schools, aiming to reduce unemployment rates within the education sector. This is a crucial step towards ensuring that all students have access to quality education, regardless of their socioeconomic background.

The Ministry of Education has recently released clarifying information regarding the salary adjustment process for newly promoted teachers, demonstrating a commitment to prioritizing the well-being of educators. However, the focus on teacher retention and professional development remains a critical aspect of the broader strategy for safeguarding children. The GNECC emphasizes the need for a multi-faceted approach, incorporating robust policies, increased vigilance, and sustained investment in preventative measures to ensure a safe and supportive learning environment for all students in Ghana. The long-term impact of these actions will determine the future of student safety and well-being in the country.”

This situation underscores the critical need for a renewed and strengthened focus on safeguarding children within the education system, moving beyond simply reacting to incidents to proactively preventing and addressing abuse.

This report details the evolving landscape of child protection within Ghana’s education sector, highlighting the urgent need for robust policies, increased accountability, and sustained investment in preventative measures. The commitment of stakeholders, including the Ministry of Education, the GES, and GNECC, is paramount to achieving this goal.
