The Ghana Police Service has been tasked with intensifying efforts to combat vigilantism and curtail the formation of unauthorized self-defence groups across the nation, a move spearheaded by Interior Minister Muntaka Mubarak, according to a statement released today. The Minister’s call comes amidst a concerning trend of individuals, political parties, chiefs, and other organizations establishing groups for protection, which he describes as a serious threat to national peace and security.

Mr. Muntaka addressed a regional commanders’ conference at the Police Headquarters in Accra, emphasizing the need for heightened vigilance and decisive action against any activity that undermines public order. He stated, ‘We observe with concern a new trend of chiefs, political parties, individuals, and some organizations building forces for self-protection.’

He clarified that the Vigilantism and Related Offences Act, 2019 (Act 999), explicitly defines the right to organize protection forces, stating that no group can operate without authorization from the state. The Minister has issued a clear directive to commanders to prevent and prosecute offenders engaging in this practice, reinforcing the legal framework against unauthorized recording and dissemination of information related to recruits.

Specifically, the minister ordered an immediate cessation of the recording and sharing of videos demonstrating recruits undergoing training at security service institutions. He cautioned officers and trainers against allowing such unauthorized content to proliferate online, stating, ‘I am equally concerned about the growing number of officers and trainers in our training schools allowing videos and other content of recruits undergoing training to be recorded and shared on social media. This practice must stop.’

The Minister further directed all service commanders to implement appropriate controls to prevent unauthorized recording, publication, and circulation of images or videos of recruits in training. This includes establishing protocols to ensure compliance with the law and safeguarding the privacy of individuals.

The move reflects a strategic response to a growing instability, as the Minister acknowledged the potential for these groups to pose a significant risk. Security analysts note that the focus on these unauthorized groups aligns with a broader government strategy to address issues of lawlessness and order within the country. The Ministry has indicated that the police will be utilizing intelligence gathering and community engagement to identify and disrupt these activities. Further updates will be provided as the situation evolves.

The act of establishing these groups, according to the Minister, often involves a lack of proper legal oversight and accountability, creating a dangerous situation for the nation. The implementation of these directives is expected to bolster security efforts and protect the public from potential harm. The effectiveness of these measures will be closely monitored, and adjustments will be made as necessary to address any unforeseen challenges.
