The Allied Health Professions Council (AHPC) has issued a formal and urgent warning to healthcare facilities and private providers of allied health services, demanding a complete cessation of employing unqualified individuals to handle Health Information and Medical Records duties. This directive follows a nationwide compliance and inspection exercise uncovering instances where some facilities have allegedly assigned individuals without the requisite qualifications, registration, and licenses to manage patient records and confidential health information. The Council’s investigation revealed a concerning pattern, with some roles being filled under the designation of receptionists but subsequently delegated responsibilities that are strictly reserved for licensed professionals like Health Information Officers, Medical Records Technicians, and Medical Records Assistants.

The AHPC asserts that this practice constitutes a clear breach of the Health Professions Regulatory Bodies Act, 2013 (Act 857), a law designed to safeguard patient confidentiality and uphold the integrity of the healthcare system. The Council’s analysis indicates that allowing unqualified personnel to handle such sensitive information poses a significant risk, potentially compromising patient privacy and undermining professional standards.

Specifically, the AHPC stated that the regulation of Health Information and Medical Records is a professionally mandated function, requiring only qualified, registered, and licensed practitioners. The Council emphasized that this responsibility is intrinsically linked to maintaining the trust placed in patients and the overall quality of healthcare delivery. The consequences of this practice are severe, according to the Council, and include immediate cessation of the practice and full enforcement of compliance measures across the nation. The Council has issued a clear directive to owners and managers of health facilities, hospital administrators, and Human Resource departments, demanding immediate action to ensure all Health Information and Medical Records functions are exclusively managed by qualified professionals recognized under the law.

The AHPC has also underscored the importance of strict adherence to the law, respect for the professional mandate of licensed practitioners, and collaboration with the Council to bolster patient safety, confidentiality, and standards within healthcare. The Council is actively engaged in ongoing monitoring and enforcement activities to ensure compliance and protect the well-being of patients.

According to a report released by the AHPC, the compliance exercise uncovered a total of [Insert Number] instances of alleged unauthorized handling of patient records. These instances have resulted in [Insert Number] warnings and sanctions, including [Mention specific sanctions if available, e.g., temporary suspension of licenses]. The Council further highlighted that the potential ramifications extend beyond monetary penalties; the practice also carries significant reputational risks for healthcare providers and organizations.

The AHPC has stressed the critical importance of prioritizing patient safety and confidentiality. They are urging all healthcare providers to meticulously review their operational procedures and ensure that all personnel involved in handling patient health information are properly qualified and appropriately licensed. The Council is committed to working collaboratively with regulatory bodies and healthcare organizations to mitigate these risks and safeguard patient rights. Further details regarding enforcement actions and compliance requirements can be found on the AHPC’s official website [Insert Website Address Here]. The Council’s stance is reinforced by the understanding that safeguarding patient information is paramount to the integrity of the healthcare system.
